Requirements

  • Bachelor's Degree with approximately 5 years of experience.
  • 25% travel to include international locations.
  • Ability to hold and maintain secret security clearance.

Nice To Haves

  • Detailed and comprehensive knowledge of the Foreign Military Sales (FMS) programs, policies, regulations, and procedures that govern the foreign disclosure and technology security programs.
  • Ability to provide sound recommendations and judgments on new disclosure developments, plans, methods, and policy changes to supported organizations.
  • In-depth knowledge of a wide range of multi-discipline international and foreign disclosure concepts and procedures to resolve complex problems between the international program and command imperatives.
  • Ability to conduct extensive research on ongoing projects and multinational agreements into which the Army has entered for the exchange of information.
  • Ability to review and recommend actions based on interpretations of existing foreign disclosure and international regulations and practices.
  • Ability to use a wide range of concepts, principles, practices, and techniques necessary to analyze and resolve complex and difficult personnel and FMS issues that require the exercise of utmost diplomacy.

Responsibilities

  • Country research, case development, analyze, assess, plan, and support the Army in expanding U.S. FMS case work.
  • Prepare supportive technical and financial data for Letter of request and Letter of Agreements.
  • Review all FMS cases within respective country portfolio for accuracy, appropriateness of sale, level of disclosure, and long-term supportability.
  • Coordinate with the organizational International Programs Office, and Interagency, as required, on all aspects of the FMS program within the assigned portfolio of countries.
  • Apply advanced skills, extensive technical expertise, and full industry knowledge and develop innovative solutions to complex problems.
