About The Position

We are pleased to announce that the Finance division within the State Court Administrator’s Office is looking for an experienced Fiscal Operations Supervisor. This position is responsible for supervising accounting staff that perform procurement, accounts payable, business expense reimbursement, and operational deposit duties. The position is also the lead for purchasing contracts. Position requires independent judgement when completing work, ability to resolve complex problems, and balancing work with competing deadlines. Ensure procurement, accounts payable, business expense reimbursement, and operational deposit tasks are being completed timely including ensuring all yearend tasks are completed. EXAMPLES OF JOB DUTIES : The following are examples of major job duties expected for this position to perform. Supervising accounting staff, including performance management and performance evaluations, that perform procurement, accounts payable, business expense reimbursement, and operational deposit duties. Work with staff to resolve complex problems . Supervisor staff that assist divisions and districts with purchase order, accounts payable, business expense reimbursement, and operational deposit issues. Staff would work with users to identify what they are trying to accomplish, explore alternatives and work through processes to complete actions. Oversee and participate in resolving procedural disputes to ensure they support judicial branch's overall goals and requirements. Document issues, problems, and solutions so this information can be shared with all users. Recommend alternatives to assist in management decisions regarding procurement, accounts payable, business expense reimbursement, and operational deposit issues . Provide financial review of all judicial branch non-IT contracts $10,000 - $49,999 in accordance with State Court Administrator Procurement and Contract Procedures. Analyze options and appropriate SWIFT alternatives and work through alternatives to select best method for final actions. Assist divisions and districts with contract issues. Work with users to identify what they are trying to accomplish, explore alternatives and work through processes to complete actions. Oversee and participate in resolving procedural disputes to ensure they support judicial branch's overall goals and requirements. Document issues, problems, and solutions so this information can be shared with all users. Recommend alternatives to assist in management decisions regarding contracting issues. Develop, recommend, implement, and continually review judicial branch procurement and travel policies and procedures; ensure conformity with appropriate statutes and regulations. Act as the judicial branch administrative resource in the review, analysis and development of policies and procedures to accomplish business functions and determine how proposed changes, modifications and enhancements would impact the judicial branch procurement and travel policies and procedures. Train users in various accounting tools/systems such as, SWIFT (Statewide integrated financial tools), MJB eFinance System, and SharePoint so training and information provided to users is timely, accurate, and effective. Training will focus on all aspects of the procurement, accounts payable, business expense, and operational deposit processes. Develop, evaluate, and document training content requirements and user communications to comply with judicial branch procurement and contracting policies. Lead quarterly statewide procurement and business expense reimbursement meetings to share information, provide training, and support collaboration.

Requirements

  • Bachelor's degree from an accredited college or university in accounting, finance, or related field.
  • May substitute an associate’s degree in accounting or related field, plus considerable public sector accounting experience with automated systems.
  • Extensive knowledge of governmental purchasing principles and practices.
  • Considerable knowledge of principles, theories and techniques of acquisition and materials management sufficient to prepare contracts, write specifications, evaluate and research products.
  • Thorough knowledge of the State's accounting system, SWIFT.
  • Must possess human relation and communication skills to work with a variety of levels of employees and customers in critical situations and to be able to relay knowledge and information to clients in terms they can understand and accept.
  • Ability to analyze product information sufficient to choose products that are suitable for court needs and meet standards and cost factors.
  • Ability to communicate effectively orally and in written format.
  • Ability to establish and maintain effective working relationship with directors, managers, supervisors, and other employees.
  • Considerable skill in development and use of spreadsheets and word processing packages.

Nice To Haves

  • Professional level experience in accounting or finance in public sector with automated systems, including some experience providing supervision to others.
  • Experience with Minnesota's statewide accounting system, SWIFT.
