The Fiscal and Compliance Coordinator position will work independently and perform a wide variety of fiscal, accounting and data management functions within a fiscally complex organization with numerous funding allocations, grant programs and budgets. The position is responsible for tracking and reconciling revenue and expenditures within the division's CRM system, NCFS, E-procurement and other systems while ensuring that proper internal controls and accounting best practices are followed. The Fiscal and Compliance Coordinator will assist in the development of reports requiring advanced data management skills and analysis for both internal and external reports and publication. The position will assist in the implementation of the grantee payment system, including documentation review, budget analysis, and payment and account reconciliation. The position along with the program director, program officers and General Counsel will assist in identifying solutions to contracting, repayment, and other legal issues, and implements solutions and document updates as advised by the General Counsel. The Fiscal and Compliance Coordinator will provide exceptional service that supports the goals and objectives of the Rural Economic Development Division in a spirit of collaboration and continuous improvement. A position in this class will assist with the coordination, review, evaluate, and audit for compliance, accuracy, and accountability of state and federal programs and business operations in a State Agency or Division within a State Agency. This position will assist in determining the financial or business condition and compliance of a work unit or governmental operating unit to business standards established within the respective agency and in compliance with the NC General Assembly and Statutes. This position will provide consultation regarding adherence to policies and standards, statutory requirements and filings, liability assessments, contracts, invoices, plans, reports and/or bids to ensure that these items maintain compliance with all applicable local, state and federal statues, sound regulatory practices and procedures, generally accepted accounting principles and standards in relation to business and financial administration. The Rural Economic Development Division, created in 2013 through GS 143B-472.126, was established to improve the economic well-being and quality of life of North Carolinians with particular emphasis on rural communities. The Rural Economic Development Division (REDD) offers targeted programs that provide grants, technical assistance, capacity building, and economic development support that help increase competitiveness and enhance the quality of life in rural communities. The Rural Engagement & Investment Program (RE&I) within the Rural Economic Development Division is responsible for administering state and federal funds appropriated to the Rural Economic Development Division and awarded by the Rural Infrastructure Authority. The grant programs administered include the Rural Building Reuse, Rural Economic Infrastructure, Rural Demolition, Rural Downtown Economic Development, and the Rural Transformation Grant Fund (RTGF). RE&I also administers other federal and state special appropriate appropriations including legislatively directed grants, disaster recovery funds, rural housing recovery infrastructure grants, and other programs as authorized by the General Assembly or the Assistant Secretary for Rural Economic Development.

Requirements

  • A Bachelor’s degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution and two years of related experience; or an equivalent combination of education and experience.
