Performs random reviews of disbursements for both the Travel Pay and Civilian pay programs, reviewing cases for a variety of potential monetary and non-monetary improper payments. Organizes, collects, and analyzes a variety of data, information, and statistics related to financial programs and projects based on reviews of Travel and Civilian Pay program accounts. Researches and identifies problems, determines corrective actions as needed and recommends changes to procedures and practices. Prepares and submits reports describing problems that are recurring or causing significant delays, or costs, the corrective action to be taken, and the need for additional resources to higher management. Provides findings to office management and keeps them informed of inconsistencies in work processes of assigned programs, and discusses, explains, and presents analytical findings and data in support of recommendations. Analyzes and evaluates financial management systems, public laws, governing policies, guidelines, rules, regulations, and precedents. The duties, described above, represent the major duties performed at the GS-9 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.
