About The Position

Advance the mission and goals of PSTA by supporting the development of thoughtful and technically sound financial plans and projects in compliance with appropriate state statutes and best practices. Provide support associated with data collection, entry, analysis, and reporting. Conduct financial activities and analysis for projects and tasks. This position is part of the Finance Division team. This position will be responsible for performing a variety of complex analytical functions through data collection and reporting utilizing a range of software. Ideal candidates will be detail-oriented and able to easily communicate data to a broader audience across the agency. Position will report to the Sr. Manager of Financial Planning and Analysis, and coordinate closely with the Grants Administrator and other departments and divisions.

Requirements

  • Bachelor’s degree with an emphasis in Information Management, Business, Data Analytics, Finance or Accounting or related field.
  • Experience performing business financial analysis and data analysis. High proficiency in Microsoft Excel including V-Lookups, Pivot Tables, Math Functions, Linking, and Conditional Formatting. Strong experience graphing data to display statistical data and trends.
  • Knowledge of: Business financial analysis, trending and forecasting. Budget experience is a plus. General office practices and administrative procedures. Establishment and maintenance of record keeping systems and procedures.
  • Skilled in: Technical expertise regarding data analysis and input. Intermediate to advanced use of MS Excel, Word Outlook, Access, and PowerPoint. Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy, strong business writing skills. Adept at writing reports and presenting information with detail and accuracy.
  • Abilities: Interpret and respond to regulatory agency reporting requirements. Create accurate and visually effective spreadsheets, reports, and graphs, which represent complex information in a clear way. Conduct research, analyze findings, and prepare clear and concise reports and recommendations. Prioritize work based on the ongoing demands of the department. Exercise initiative and work independently. Follow written and oral instructions.

Responsibilities

  • Coordinate and work with all PSTA departments to develop a financially sound multi-year capital and operating budget including completion of the annual budget documents. Assist in developing presentations to the Board Committees and full board, as well as participate in the presentations.
  • Prepare monthly budget variance reports and quarterly financial reports, statistical reports, financial performance metrics, graphs, spreadsheets, and forecasts identifying specific financial performance metrics and trend analysis. Monitor trends and create data driven forecasts.
  • Become a subject matter expert in property tax requirements and the TRIM requirements.
  • Work on data analysis and data quality assurance in the development of grant invoices.
  • Collect and report financial data in compliance with regulatory policies and procedures of the National Transit Database (NTD).
  • Develop financial analysis of concepts during union negotiations in a timely manner.
  • Respond to financial data requests across the agency; update the Statistical section of the annual finance reports and assist with the Treasury Management function, performing bank transfers, and other duties as needed.
  • Perform data analysis to proactively identify potential problem areas or adverse trends requiring further investigation.
  • Maintain files for the purpose of providing complete and accurate documentation and being prepared for all potential audits.
  • Perform work with accuracy and timeliness in a professional manner with integrity and confidentiality. Demonstrate organization, time management, ingenuity, and inventiveness in the performance of assigned tasks.
  • Provide excellent internal and external customer service as a representative of PSTA.
  • Establish and maintain effective working relationships with all levels of employees. Demonstrate ability to work within a collaborative team environment and be comfortable providing assistance to multiple departments with respect, tact and professionalism.

  • Work in a safe manner and report all unsafe conditions.
  • Perform other related duties, special projects, assignments, or tasks as assigned.
