Financial Analyst Statement of Duties Position is responsible for assisting the School Department’s Finance/Business Office in facilitating purchasing for the School Department. Employee is required to perform all similar or related duties. The position will report to the Assistant Chief Financial and Operations Officer. Requirements

  • Bachelor’s degree in business administration, accounting, or a related field and from three up to five years of experience with automated accounting systems in a school finance or similar position or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.
  • Receipt of Massachusetts Certified Public Purchasing Official certificate required within 18 months of hire.
  • Knowledge of public accounting and budgeting concepts, requisition, accounts payable, and auditing principles, practices and processes
  • Knowledge of generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB) standards, and applicable Massachusetts General Laws, regarding finance and procurement.
  • Ability to communicate effectively orally and in writing.
  • Ability to respect and preserve confidentiality.
  • Ability to work independently and collaboratively.
  • Ability to meet deadlines.
  • Skills in the use of personal computers and software including financial software, word processing, and spreadsheet applications.
  • Organizational, time management, and analytical skills.
  • Analytical skills to assess current performance and improve processes.

Responsibilities

  • Monitors key cost drivers, identifies trends, and makes recommendation for cost containment and efficiency.
  • Assists with maintaining financial data and documentation required for End-of-Year closing, reporting, and state submissions.
  • Facilitates the procurement process, including processing requisitions, invoices and vouchers, obtaining vendor quotes, verifying invoice accuracy, and coordinating communication with department heads and vendors.
  • Ensures compliance with state and federal requirements, including Prevailing Wage documentation and vendor certified payroll reporting.
  • Serves as project leader or team member on special projects as assigned by the Assistant Chief of Finance and Operations.
  • Monitors department and school spending, tracks encumbrances, and maintains regular communication with department heads on budget status.
  • Assists with preparation of materials, gathering information and tracking status for program reviews, compliance, and audits.
  • Updates instructional guides, workflows, and training materials; provides one-on-one or small-group training.
  • Responds to requests for information from management, vendors, staff and other interested parties.
  • Oversees school student activity accounts, coordinating with school Principals and their assignees.
  • Performs monthly reconciliation of Quickbooks, Munis and bank transactions.
  • Other Duties as assigned
