About The Position

Under the general supervision of the Maternal and Child Health (MCH) Section, Director of Operations in the Community Health Improvement Division (CHI), the Financial Analyst III will perform advanced budgetary analysis and monitoring of technical and program-related projects and contracts. This role is key in creating and supporting MCH expenditure forecasts, assessing financial and operational impact, and confirming alignment with MCH section budgetary goals and operational objectives. The position is responsible for coordinating and administering MCH financial processes and systems within the section emphasizing the development and evaluation of section budgetary data. This position’s work involves thorough examinations of MCH budgetary projections, financial data analysis, and the implementation of management practices to confirm compliance with federal and state laws, DSHS policies, and regulations related to budgeting and contracting. This position operates under minimal supervision with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of financial local, state, and federal laws and regulations relevant to DSHS, the principles and practices of public administration and management, state agency budget management and accounting policies, practices, and operations, agency organizational structure, and agency programs.
  • Skill in analyzing financial data, general and fiscal written and oral communications, and use of a networked computer and software.
  • Ability to manage program fiscal activities, establish section financial goals and objectives, identify section financial problems and develop solutions to present to section management , evaluate financial alternatives, and implement effective fiscal solutions timely, develop and evaluate fiscal administrative policies and procedures, explain financial policies and procedures to others, prepare concise fiscal reports, train others, and plan, assign, and/or supervise the fiscal work of others.
  • Minimum of 3+ years of experience with annual State of Texas operating budget development.
  • Minimum of 2+ years of experience with federal block grant management and reporting.
  • Experience monitoring and managing multiple collected revenue sources.
  • Experience managing a program budget over $50 million with multiple federal and state methods of finance.
  • Minimum of 3+ years of experience using HHSAS, CAPPS, USAS queries and reports.
  • Minimum of 2+ years of experience with advanced Microsoft Excel and Microsoft Access.

Responsibilities

  • Financial Analysis and Reporting. Creates and administers MCH section financial programs and operations. Plans, reviews and reports on MCH projects and contract financial analysis. Prepares, reviews, analyzes and/or approves MCH financial reports, forecasts, budgets, and expenditures. Verifies MCH financial source documents, correspondence, data, and other written materials underlying MCH program budgets and financial reports. Makes MCH financial recommendations to management regarding allocation of MCH financial resources to meet strategic objectives and efficient utilization of MCH funding and staff. Coordinates the development and management of MCH financial reporting processes, procedures, and forms to support MCH program activities. Reviews MCH projects for financial completeness, compliance with financial standards, uniformity in methods and adherence to financial statutes, agency rulings and procedures. Research and prepares financial information including budget forecasts, reports, and presentations as required.
  • Compliance. Performs advanced MCH financial analysis, monitoring, reporting and regulatory work related to federal Title V block grant management including expenditure forecasts; financial, budget and operational impacts; performance measures; and project deliverables. Prepares MCH financial information for section grant applications, monitors and manages grant funding, and assists with other grant financial functions as applicable. This position’s work involves examination, investigation, and review of MCH budget and accounting records, financial statements, reports, management practices, and internal controls to confirm compliance with federal and state laws and/or regulations and DSHS policies and regulations for related projects and contracts.
  • Strategy and Appropriation Financial Analysis. Works with the MCH section and CHI division offices to monitor, review, and analyze MCH budget and expenditure patterns and trends to determine potential for fund reallocation, realignment, or adjustments to accomplish programmatic requirements and goals. Assists with the preparation and development of the agency’s legislative appropriation request (LAR) as needed. Confirms accuracy and conformance with agency financial and section leadership instructions. Prepares, reviews and analyzes cost estimates and fiscal notes for proposed legislation. Measures the fiscal impact of existing and proposed state and federal legislation on MCH programs. Works with the appropriate DSHS areas and the division office to respond to budgetary inquiries from the legislature, Governor's Office, state and federal agencies, and the Legislative Budget Board.
  • Financial Point of Contact. Serves as the primary section financial resource and financial point of contact for MCH section staff, providing guidance and technical assistance related to section financial and budgetary matters. Meets regularly with management, program staff and others regarding section financial matters. May train program staff on financial policies and procedures.
  • Other duties assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery, continuity of operations activation, and/or serving on the State Medical Operations Center team. Such participation may require an alternate shift pattern assignment and/or location.
