About The Position

SUMMARY: Responsible for performing tax research to identify, analyze and resolve problem tax accounts and return them to normal processing stream. Involves applying various research techniques and utilizing an array of tax research tools. Performs highly critical functions associated with tax calendar activities throughout the year as described below. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Reviews problem accounts, researches files and analyzes research data. Contacts delinquent taxpayers by mail and/or telephone to collect delinquent taxes and/or answer questions regarding problem accounts or general requests for information. Develops and tests various collection procedures and programs and trains other personnel on finalized programs. Prepares tax statements or paid receipts where appropriate. Re-computes tax levy after adjustments and prepares revised tax statement. Researches incoming mail regarding problems and initiates proper steps to resolve problems which may require additional written or oral contact with taxpayer. Assists with special projects. Prepares data for annual tax statement mailing. Processes tax payments and updates tax records. Substitutes for other employees in their absence. Compiles and prepares data for calculation and publication of the effective tax rate worksheets for all taxing units during the Truth-In-Taxation phase of the tax calendar. Responsible for accounts payable and receivable. Responsible for maintaining and balancing the general ledger for property tax and motor vehicle bank accounts which includes but not limited to reconciliations. Prepare monthly financial reports for the County Auditor’s office. Identify, investigate, and analyze any problems with daily monetary bank transactions. Improves financial management and control by evaluating existing financial procedures and recommending necessary changes. Requirements

  • Bachelor's Degree or equivalent with course work in business or public administration and two years of experience in tax collection or a related field; or Associates degree (A. A.) or equivalent from two-year college with course work in business or public administration and four years of experience in tax collection or a related field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of organization.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Must be certified by the Tax Assessor Collector Association as a Professional County Collector (PCC) or must obtain certification within two years of employment.
  • Texas Motor Vehicle Operator’s License.
  • Knowledge of or ability to learn property tax laws, codes and procedures and Texas assessing procedures.
  • Ability to work independently to conduct systematic research to resolve problems.
  • Ability to deal effectively with the public.
  • Ability to establish and maintain effective working relationships with other county employees and officials, with taxpayers, and with the general public.
  • Ability to communicate effectively orally and in writing.
  • Well-developed analytical skills and proficiency at data entry and inquiry on a computer using standard programs.
