About The Position

Performs a variety of clerical procedures involving the frequent use of independent judgement in non-routine situations, and/or the interpretation and application of highly complex rules, concepts or procedures to clerical tasks, and/or supervision of a moderate to large size staff of clerical employees and/or highly specialized terminology or subject matter knowledge. The employee is required to be on duty before, during, and after natural disasters and emergencies, as directed. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Supervises the work and job performance of assigned clerical personnel, including performing and/or making recommendations on hiring new employees and granting merit increases, taking disciplinary actions and dismissing employees. Answers inquiries and resolves complaints pertaining to the department/division activities, especially handling unusual or difficult questions relating to departmental accounting procedures. Works closely with delinquent taxpayers and their attorneys. Works with individuals who have filed for bankruptcy by posting payments according to bankruptcy plan. Researches and issues tax certificates and computes tax adjustments. Prepares procedures relating to the accounting system and communicates departmental policies and procedures to subordinates and others; ensures that procedures are carried out effectively. Maintains current knowledge of statutes and Commissioners Court policies affecting the department or division. Oversees the manual and computerized filing system for financial records of the department or division. Enters financial transactions on a computer and balances source documents and computer printouts. Reconciles bank files with accounting records for multiple accounts. Prepares regular and special reports relating to departmental accounting functions. Prepares and types correspondence, receipts, financial and statistical reports. Receives cash, issues receipts and secures or deposits cash.

Requirements

Any employee who drives a vehicle on official business must have a driving record which meets standards set by the County and the County’s insurance carrier.
  • Two years’ experience supervising employees or two years of college course work in a related field for external applicants. One year experience in the Tax Assessor Collector’s Department for internal applicants.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Thorough knowledge of bookkeeping theory and practices, generally accepted accounting principles relating to double entry accounting systems and governmental accounting standards. Ability to perform accurate work under time constraints and pressure. Ability to operate a computer using standard accounting, word processing and spreadsheet software programs, and to operate a 10-key calculator by touch. Ability to type at a speed of at least 45 words per minute. Ability to supervise and motivate employees. Ability to communicate effectively both orally and in writing and to exercise independent judgment regarding confidential information. Ability to establish and maintain effective working relationships with other county employees, officials, and the general public. Ability to operate or demonstrated ability to learn to operate a 10-key, copier, fax machine, word processor and/or personal computer.
