About The Position

This is a contract position for a FI$Cal Senior Project Manager with a 2-year base term, with an option to extend for 1 additional year. The role requires a Project Management Professional (PMP) Certification and extensive experience in applying PM principles, methods, techniques, and tools. The Senior PM will be responsible for leading large or complex IT projects, including those valued at $5M or more, with a focus on State of California agencies. Key aspects of the role involve guiding agencies through FI$Cal system onboarding, go-live, and post-implementation, as well as managing system transitions related to statewide financial Enterprise Resource Planning (ERP) and the FI$Cal system. The position demands strong skills in stakeholder alignment, change management within complex organizations, meeting facilitation, and comprehensive project plan execution, including scheduling, work breakdown structures, and risk/issue tracking. Additionally, the Senior PM will coordinate support for Standard Operating Procedures, facilitate knowledge transfer, engage in strategic planning, consulting, workload and budget management, and oversee application integration, upgrade testing, and accounting system related integration and reporting.

Requirements

  • Bachelor’s level degree from a recognized college or university.
  • Valid Project Management Professional (PMP) Certification from the Project Management Institute (PMI).
  • Seven (7) or more years of broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools.
  • At least four (4) years of that experience must have been as a senior PM of one or more large or complex IT projects, comprised of broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools.
  • At least three (3) years of that experience must have been as a senior PM of one or more large complex IT projects, which include PM experience for a project worth at least $5M.
  • Six (6) years of experience leading a State of California agency through FI$Cal system onboarding, go-live, and post-implementation activities.
  • Experience managing or support system transitions related to statewide financial Enterprise Resource Planning (ERP), and/or the FI$Cal system.
  • Five (5) years of Project management experience in CA state government.
  • Four (4) years of facilitating alignment with multiple stakeholders, managing change in complex organizations, and meeting facilitation, which includes providing stakeholder updates.
  • Four (4) years of initiating and executing a project management plan which includes: creating and monitoring a project schedule, work breakdown structure, and risk/issue tracking with resolution support.
  • Four (4) years of coordinating support for Standard Operating Procedures and/or related internal knowledge transfer efforts.
  • Five (5) years of strategic planning, consulting, workload, and budget management.
  • Five (5) years of application integration, application upgrade testing oversight, and accounting system related integration and reporting.

Responsibilities

  • Apply Project Management principles, methods, techniques, and tools.
  • Lead large or complex IT projects as a senior Project Manager.
  • Manage IT projects with a value of at least $5M.
  • Lead State of California agencies through FI$Cal system onboarding, go-live, and post-implementation activities.
  • Manage or support system transitions related to statewide financial Enterprise Resource Planning (ERP) and/or the FI$Cal system.
  • Facilitate alignment with multiple stakeholders.
  • Manage change in complex organizations.
  • Facilitate meetings and provide stakeholder updates.
  • Initiate and execute project management plans, including creating and monitoring project schedules, work breakdown structures, and risk/issue tracking with resolution support.
