About The Position

Astrion is seeking a Facility Security Engineer to join our team in Colorado Springs, CO. The Facility Security Engineer will provide multi-disciplined security support to a customer’s facility and organization. The position will provide “day-to-day” support for Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities. This support shall provide multi-disciplinary security support, including specialized analytical/program protection support, while being responsive and flexible in dynamic, evolving security situations. This individual may also be appointed and act as the Government SAP Security Officer when needed. In addition, the Facility Security Engineer will be responsible for the below: 705 Security Compliance Management: implementation, management, and continuous monitoring of security controls within our Sensitive Compartmented Information Facilities (SCIFs), ensuring strict adherence to Intelligence Community Directive (ICD) 705 and related standards. Clearance management for the full lifecycle of security clearances for Program cleared personnel. This includes processing initial applications, conducting periodic reinvestigations, and ensuring all cleared individuals are compliant with government regulations. Implementing and managing tempest accreditation and maintaining countermeasures against compromising emanations from electronic equipment. This involves applying shielding, filtering, and masking techniques to prevent the unauthorized interception of sensitive data, in accordance with national and NATO standards. This position requires a deep understanding of government security protocols and a commitment to maintaining the highest levels of security in a dynamic and challenging environment.

Requirements

  • 10-12 years total experience, including minimum 5 - 7 years’ experience with SCI or SAP programs.
  • Minimum of 3 years’ relevant experience with SAP programs
  • Minimum 3 years’ experience maintaining physical security program
  • In-depth knowledge of Intelligence Community Directive (ICD) 705 and its technical specifications for the design, construction, and accreditation of Sensitive Compartmented Information Facilities (SCIFs)
  • This includes experience with the development of accreditation documents like the Construction Security Plan (CSP) and Fixed Facility Checklist (FFC)
  • Familiarity with the National Industrial Security Program Operating Manual (NISPOM) and 32 CFR Part 117
  • Experience with personnel security, including managing SCI indoctrination, processing clearances, and conducting security briefings
  • Knowledge of procedures for handling and protecting classified material
  • A thorough understanding of TEMPEST (Telecommunications Electronics Material Protected from Emanating Spurious Transmissions) standards and countermeasures to prevent compromising emanations
  • This includes knowledge of RF shielding, Red/Black signal separation, and grounding and bonding practices.
  • Must be familiar with security policy/manuals and the appropriate ICDs, DOD Manuals and other guiding policy documents.
  • Must have the ability to work in a dynamic environment and effectively interact with numerous DOD, military/civilian personnel and industry partners
  • Must be able to lift 50 pounds
  • Active Top Secret / SCI clearance desired. Must be able to obtain/maintain a TS/SCI clearance. Applicants for positions which require DoD security clearance must meet eligibility requirements to include US citizenship.
  • Active Top Secret clearance with SCI and SAP eligibility is required. Must be willing to submit to a Counterintelligence polygraph.

  • Must complete the DoD SAPCO approved SAPNP training within six months of starting on contract

  • ICD 705 training/industry certification
  • Working knowledge of Microsoft Office (Word, PowerPoint, and Excel)
  • Possess a high degree of originality, creativity, initiative requiring minimal supervision
  • Willingness to travel within the organizational Area of Responsibility (AOR) (note - could be extensive, and will include both air and ground transportation)
  • Trip durations may range from overnight to several weeks

Responsibilities

  • Attend meetings as required in support of Program/Unit activities.
  • Prepare/present briefings, graphics, and visuals for/to leadership as required in support of Program/Unit activities
  • Prepare security paperwork (e.g., Visit Certifications, Program Access Requests (PARs), and SAP indoctrination agreements, SAP Nomination Process (SAPNP) Questionnaire, etc.).
  • Assist in access control and perform escort duties for visitors in support of Program/Unit activities
  • Answer telephones and other modes of administrative communications in the performance of duties supporting Program/Unit activities.
  • Perform self-inspections; identify security discrepancies, and report security incidents.
  • Support security inspections; identify security discrepancies, assist in report preparation.
  • Perform courier responsibilities for classified information within the local area.
  • Control program media and information within SCI or SAP guidelines.
  • Use updated Security Classification Guide (SCG), or other source documents, to perform classification reviews on all SAP documentation ensuring proper derivative classification on all SAP documents encountered during performance of duties.
  • Populate and update security databases (e.g., suspense tracking, personnel access, facility, POA&Ms, etc.) in the performance of duties assigned.
  • Possess working knowledge of Windows operating system and Office applications.
  • Act as the Government SAP Security Officer when required.
  • Develop and maintain accreditation documents like Construction Security Plans (CSP) and Fixed Facility Checklists (FFC).
  • Knowledge of TEMPEST and EMSEC requirements.
  • Classification reviews of inbound and outbound correspondence
  • Assist in the maintenance of a document accountability database and associated correspondence
  • Processing inbound and outbound classified mail and receipt records
  • Perform destruction of classified materials
  • Process magnetic media for accountability
  • Reproduction support for classified materials
  • Maintain various daily logs for a variety of administrative functions associated with document control
  • Assist in the processing of inbound data and outbound data transfer files
  • Transfer electronic data files to internal customers
  • Maintain an extensive customer database point of contact listing
  • Assist with researching, processing, filing, and maintaining inbound and outbound visit notices
  • Escort facility visitors and maintains associated logs
  • Assist in the preparation of facility access control badges Conduct entry and exit inspections
  • Assist in the maintenance of facility access control entry systems, to include visitor control
  • Perform data entry to the Personnel Access Security System database and maintain all customer sponsored billets and quota information
  • Assist in maintaining personnel security files for all personnel of the supported element
  • Follow and enforce the customer’s Standard Operating Procedures
  • Provide support for security awareness and education programs
  • Perform miscellaneous administrative support functions as directed by the COR or Government Security Representative
  • Review, track, and monitor security clearance processing activities with appropriate government personnel to achieve appropriate clearance actions
  • Participate in Air Force SAP security compliance inspections of government organizations and industry
  • Implement Top Secret Control for accountable material and associated correspondence
  • Prepare and/or process inbound and outbound classified mail, faxes, courier packages and receipts
  • Prepare, process, and/or review Program Access Request (PARs) for accuracy and access eligibility
  • Execute Special Access Program Nomination Process Questionnaires
  • Conduct Defense Central Index of Investigations (DCII), Joint Personnel Access System (JPAS), and/or SAPNP reviews of candidates being submitted for SAP access
  • Perform data entry and record checks in the Joint Access Database (JADE) and maintain all customer sponsored personnel access information current
  • Perform indoctrinations
  • Develop and implement security plans for AFSPC operations, test & evaluation, and deployment activities
  • Interface with Intelligence/Counterintelligence organizations to provide support to unit activities
  • Provide leadership, mentoring, and quality assurance for Team Members
  • Perform additional duties within the security realm as required to support the customer (Security Manager, Antiterrorism, COMSEC briefed individual, etc.)
  • Assist with management of alarm systems (inspections, troubleshooting, after-hours alarm response, etc)
  • Develop and maintain physical security documents such as FFCs, CSPs, MSPs, and TEMPEST checklist/addendum.
