About The Position

Are you interested in an exciting and challenging opportunity to manage design and construction for transit capital projects that support 238,000 residents across a 26 square mile urban community, located directly across the Potomac River from Washington D.C.? The Facilities Design and Construction Bureau of the Department of Environmental Services (DES) is seeking a motivated Facilities Project Specialist (Transit) with progressively complex project management experience to manage capital improvements such as bus operations and maintenance facilities, transit stations, and WMATA Metrorail elevator and tunnel entrances. This Specialist will manage design, new construction, and renovation of County and WMATA transit facilities from conceptual design through project turnover and warranty periods.

Requirements

  • Bachelor's degree in Engineering, Architecture, Construction Project Management, or a related field
  • Significant progressively responsible experience in project management and administration as a facilities engineer or construction project manager, including managing design and construction of new, or renovation of transportation related projects
  • Additional qualifying experience may substitute for the education requirement on a year for year basis
  • The applicant must possess, or obtain by the time of appointment, a valid Driver License, or the ability to use alternative methods of transportation to perform duties at other locations
  • Any offer of employment may be contingent upon a favorable review of the applicant's driving record
  • A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history

Responsibilities

  • Developing project management plans and documents including capital budget estimates, schedules, and scopes of work
  • Preparing solicitations (RFP’s and RFQ’s) and managing design services and other professional services, including coordinating reviews with project stakeholders, responding to vendor questions during solicitation process, reviewing vendor submissions, short listing top vendors, conducting vendor interviews, and providing written recommendations for award
  • Leading the construction contractor selection process, preparing Invitation to Bid (ITB), coordinating reviews with stakeholders, conducting pre-bid meetings, responding to bidder questions, evaluating bids received, conducting post-bid scope reviews, and making formal recommendations for contract award
  • Procuring surveys, construction management, QA/QC services, and commissioning services provided by consultants, contractors, or County staff
  • Leading the permitting and approval process and coordinating with other Departments, Agencies, and Community groups
  • Performing Construction Management including reviewing and approving contractor’s schedules, monitoring work activities so projects are completed on schedule and within budget, and requesting corrective actions, including performing regular site inspections
  • Recommending changes in design, specifications, and schedules, identifying potential changes early, reviewing contract documents for legitimacy of change, processing change orders in a timely manner, and project documentation record keeping should legal issues arise
  • Preparing and finalizing grant compliant documentation for regional, state, and federal agencies, managing project budget and allocation of funds, and reviewing contractor progress payment requests and change orders for adequacy
  • Conducting final inspections; overseeing commissioning, equipment startup and training; reviewing close out documentation; coordinating with County user groups and Facilities Management Bureau; and providing follow-up actions as required during the warranty period
  • Providing project status reporting and making presentations to elected officials, executive management, and community groups.
