About The Position

This position conducts professional engineering project management work for State and Federal facilities and training areas of the Maine Army National Guard. Responsibilities include oversight of Architects, Engineers and Construction Contractors on various construction and repair projects; writing and administering the execution of engineering and construction contracts; reviewing and collaborating in peer review of designs and specifications to ensure codes and standards are met; conducting construction inspections and managing project budgets in support of the Directorate of Facility Engineering. Regular/weekly state-wide travel is required.

Requirements

  • Knowledge of Structural/Architectural/Civil/Mechanical/Electrical principals, practices, and techniques.
  • Knowledge of OSHA, ADA, NEPA, NEC, Uniform Building Codes.
  • Knowledge of system commissioning, practices, and techniques.
  • Knowledge of modern project management principles, practices, tools, and techniques.
  • Knowledge of budgetary, personnel, and contracting procedures.
  • Ability to plan and supervise the work of technical and professional subordinates.
  • Ability to communicate effectively.
  • Ability to understand and follow complex instructions.
  • Ability to establish and maintain effective working relationships.
  • Ability to oversee potential issues in construction process which may impact the end user in maintaining the facility.
  • Ability to anticipate and analyze problems, reach logical conclusions, and make sound decisions.
  • Ability to write daily and bi-weekly reports to communicate project execution and progress.
  • Ability to use applicable computer programs.
  • Ability to complete independent cost analyses on change proposals.
  • Licensure as a Professional Engineer -OR- Significant technical engineering/project management experience demonstrating competence in the execution of complex construction and repair projects.

Responsibilities

  • Is responsible for maintaining clear and current understanding of project scope, schedule, and budget as well as maintaining all project documents necessary for both current and historical records in accordance with Directorate of Facility Engineering policies and procedures.
  • Coordinates assigned activities or the work of teams on an assigned project basis in order to evaluate specific phases of a project or the impact of its activity and to ensure projects are completed correctly, on time, and within authorized budget.
  • Leads the coordination of assigning the work of a multidisciplinary team of professional engineers, specialists, and technicians for a portfolio of projects in order to accomplish the purpose of each project.
  • Conducts independent research, analyses data, and recommends alternative approaches in order to execute projects in the most efficient manner.
  • Provides expert technical advice and consultation to other engineers or professional staff regarding engineering projects in order to meet specifications.
  • Directs the development and analysis of engineering data in areas of research, planning, materials, or soils in order to gather information.
  • Reviews design project drawings in order to ensure correctness.
  • Confers with professional engineers, specialists, and technicians to assist by providing remediation activities in order to resolve any potential problems.
  • Proactively works with information management tools and systems, and inputs and maintains collection of data, accurate schedule, budget, and resource information in order to ensure timely access and reporting throughout the Directorate.
  • Facilitates communication with team, affected military units, or other stakeholder groups in order to discuss on-going project issues and resolve problems.
  • Works as a liaison between the contractor, building user, and the facility maintenance in order to ensure warranty work is carried out in a reasonable amount of time and has the least amount of impact on the user.
  • Implements and complies with human resource laws, policies, procedures, and practices such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety.
  • Writes and submits Architect/Engineering and Construction contracts for execution by Maine Bureau of General Services and Bureau of Purchases.
  • Reviews, approves, and submits all applications for payment/invoices, engineering supplemental agreements, and construction contract change orders.
  • May be called upon to develop and execute briefings on project status, conduct selection interviews for architectural/engineering firms as well as contractors in the event an alternate construction delivery method is used.
  • Confers and coordinates with multiple state and federal agencies on a routine basis.
