About The Position

The mission of Yakima County Government is to provide accessible, responsive and responsible public service through leadership and teamwork committed to understanding and meeting public needs. This position is responsible for operational oversight, maintenance of current and capital improvement projects of all County owned and leased facilities. The incumbent Serves as the organizational consultant to the BOCC on matters relating to facilities management, capital and space planning, risk management, contract negotiations, claims settlement, regulatory and contract liability; and interprets and ensures compliance with policies, regulations, contracts and laws affecting County operations. Promotes the County mission through coordinating and integrating programs and activities with other departments and agencies. This is a Regular Exempt position with a pay rate of $12,247 per month. The job closing date is May 4, 2026. This is a Non-Bargaining Unit position. This recruitment may be used to fill future vacancies that occur within 90 days of the closing of this position.

Requirements

  • Bachelor's degree in Civil Engineering, Construction or Facilities Management or a related field AND eight (8) years in a building trade including three (3) years of experience as a crew lead, supervisor, foreman, superintendent; OR High School diploma or GED equivalent AND twelve (12) years of journey-level skilled trades experience in building operations, maintenance, construction or engineering including three (3) years of experience as a supervisor or lead worker.

Responsibilities

  • Making programmatic plans to accomplish governing board goals and objectives for the capital and space planning and construction on county owned, leased and proposed facilities.
  • Performs critical administrative, management and supervisory work including: planning, directing and managing resources; creating, implementing and monitoring long and short-range plans; and making policy and resource allocation determinations in accordance with general plans approved by the governing board.
  • In conjunction with Financial Services, monitors fiscal operations of the department including: preparing, developing, managing division budgets; providing long range and current fiscal planning; directing and monitoring the development, negotiation and award of contracts for various programs; auditing and approving expenditures; and overseeing, researching and managing grants and other revenue source activities.
  • Oversees the performance of statutory duties within the area(s) of responsibility; develops, implements and monitors programs for quality assurance and accountability.
  • Represents the BOCC in responding to and resolving inquiries, problems, complaints and concerns from other agencies, managers and citizens.
  • Collaborates and interacts with various department heads, local and state officials, community-based organizations and groups, businesses and the general public to explain department goals, priorities and projects and to resolve sensitive and technical issues.
  • Participates in public forums; gives public presentations; and provides media information.
  • Responsible for the management of all aspects of the County Capital and Space Planning and Capital Construction divisions.
  • Prepare cost estimates relative to all facets of real property development, environmental assessment and construction.
  • Maintains close liaison with contractual arrangements, architectural and engineering aspects, and construction progress and factors relative to facilities planning.
  • Works closely with county officials and the BOCC to develop long range facilities plans; role of project lead for County facilities master planning.
  • Develop plans and budgets for the county 6-year capital improvement plan.
  • Assists County department officials in analyzing facility needs by reviewing requests for capital expansion, conducting analysis of current space usage, development of alternatives to space use or acquisition of new facilities including property, buildings and leased space.
  • Reviews financial reports pertaining to costs of facility operations, maintenance and utilities, analyze reports and data and prepares recommendations to the governing board for tenant lease/rent rate adjustments.
  • Directs, prioritizes, supervises, motivates and evaluates subordinate staff: recruiting and selecting staff; assigning, reviewing and monitoring work; ensuring training; resolving staff conflicts; resolving grievances and other sensitive issues; approving leave; conducting performance review and evaluation; and determining discipline.
  • Plans, directs, and authorizes the development and execution of contracts, agreements, and resolutions as related to assigned divisions; prepares and administers operating and capital budgets; researches and responds to legal issues and systems problems; oversees reporting control and methods; and ensures compliance with all federal, state, and local laws and regulations.
