The F135 Fleet Management Control Account Specialist is responsible for the planning, reporting, and execution of contracted scopes of work performed by the F135 Fleet Management Organization and other supporting organizations. The control account manager is responsible for ensuring full compliance with the Earned Value Management System (EVMS), Integrated Master Schedule (IMS) requirements, and F135 monthly business rhythm. These duties are performed within a fully integrated team environment and will include regular interactions with the F135 Fleet Readiness, Fleet Trending, Fleet Management, Fleet Data Management, Digital Technology (DT), Digital Strategy (DS), and F135 EVMS and PP&S Analysts. Additionally, the will support the L3 Business Manager to integrate with functional teams to gather requirements, plan new project work, and coordinate efforts for alignment of planned activities amongst all stakeholders – this will require coordination of regular status meetings and continuous assessment of overall project health. You will work closely with the L3 Business Manager while ensuring all planned work is completed in accordance with contractual guidelines to establish baseline budgets for Fleet Management accounts. The CAM reviews monthly financial data, assesses progress for assigned accounts, prepares an estimate at completion (EAC) forecast, evaluates variances from baseline plan, and determines appropriate root cause & corrective actions to manage risks utilizing EVMS / Integrated Master Schedule (IMS) tools within the required monthly business rhythm.

Requirements

  • Bachelor’s Degree
  • 5 years of Engineering, Finance, Business, Project or Program Management OR an advanced degree with 3 years of Engineering, Finance, Business, Project or Program Management experience
  • Must be a U.S. Citizen. This position may require access to systems/tools that are restricted to individuals who possess US citizenship.

Responsibilities

  • Utilize Basis of Estimates (BOE), Statements of Work (SOW), and other contractual documents to plan, execute, and monitor & control accounts
  • Identify risks/opportunities and participate in critical program communication meetings such as the Monthly Program Review (MPR), EAC Reviews, Program Risk Reviews, Integrated Baseline Reviews (IBR) and other program level meetings to communicate those risks and discuss actions and mitigations strategies to address them
  • Identify deviations from the baseline plan and determine root cause and corrective actions utilizing CORE tools such as 5 Why’s and Fault Trees
  • Monitor functional areas manpower levels for assigned accounts and work closely with functional leads to balance manpower levels, manage risk, and forecast future level of effort (LOE)
  • Assist Business Manager to develop inputs for future contract proposals, based on historical references and future expectations
  • Drive continuous improvement utilizing CORE principles to improve processes, tools, and applications
