About The Position

The Avionics Military Services portfolio continues to drive new business growth by focusing on delivering exceptional post-fielding support to our customers. To further this mission, we are seeking a dynamic Program Manager to join our F-35 & Helmet Mounted Display (HMD) Sustainment Program Team. In this critical role, you will lead the F-35 HMDS Sustainment Program for the Collins Elbit Vision Systems (CEVS) Joint Venture (JV). You will oversee the program from initial proposal development through contract execution and successful completion, ensuring alignment with program goals and objectives. As the primary liaison, you will collaborate closely with direct customers, internal Collins Sustainment Management teams, CEVS partner companies, and the CEVS Board of Directors (BoD). This position requires exceptional leadership and program management skills to deliver results and maintain strong partnerships across all stakeholders. This is an onsite position that can sit at one of the following locations: Cedar Rapids, IA or Wilsonville, OR.

Requirements

  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience.
  • Experience working in Military Maintenance, Repair, and Overhaul (MRO) industry and customers.
  • Previous experience in program management of Defense or Federal sustainment programs (i.e., FAR/DFAR Programs).

Responsibilities

  • Oversee the program management of sustainment contracts for the F-35 Helmet Mounted Display System (HMDS).
  • Serve as the primary customer-facing representative, acting as the organizational lead for sustainment contracts with end customers.
  • Manage the proposal development process for F-35 HMDS sustainment activities, ensuring alignment with customer requirements.
  • Act as the partner company liaison, ensuring proper flow-down, execution, and performance of customer contract requirements.
  • Oversee the performance of sustainment activities by partner companies for both domestic and international customers.
  • Provide comprehensive management and technical oversight, including financial control, schedule management, coordination, reporting, and administration of sustainment contracts for the F-35 HMDS.
  • Develop strategic goals and objectives for the CEVS F-35 HMDS sustainment program, including repair activities and initiatives beyond traditional break/fix efforts.
  • Monitor and report projected financial metrics of partner companies to the CEVS Board of Directors (BoD) in support of quarterly BoD meetings.
  • Deliver program updates, including sustainment accomplishments and challenges, to the CEVS BoD on a quarterly basis.
  • Oversee multiple sustainment programs throughout their entire lifecycle, ensuring successful execution.
  • Manage end-to-end contractual processes, from purchase orders to the final delivery of repaired units, between the end customer and CEVS partners.
  • Supervise financial transactions, including payment processing, between the customer and partner companies.
  • Conduct performance monitoring and analysis of internal and external metrics, implementing corrective actions as necessary.
  • Provide leadership and mentorship to partner company team members, fostering professional growth and collaboration.
  • Drive continuous improvement initiatives for CEVS processes, including proposals and repair operations, while actively leading and participating in Lean activities to enhance quality and efficiency.
