About The Position

Incumbent serves as Executive Director for the Tippecanoe County Court Appointed Special Advocate (CASA) Department, responsible for all budget, personnel, and oversight of the department.

Requirements

Baccalaureate Degree in social work, education, public administration, psychology, criminal justice, or other human social services areas or equivalent combination of education and work experience. Previous experience working with volunteers is preferred.
Must be at least 21 years of age.
Ability to comply with the training and certification standards of Tippecanoe CASA, the Indiana Office of GAL/CASA, Train the Trainer, and National CASA, including completion of the 12 hours of GAL/CASA administrative training and 12 hours of continuing training each year as approved by the Indiana Office of GAL/CASA.
Knowledge and understanding of the dynamics within families in crisis relating to child abuse and neglect.
Knowledge and skill in financial management, resource development and maintenance, agency and program planning, and public relations.
Knowledge of Indiana CHINS Deskbook Indiana Code reference, West’s Annotated Indiana Code, Indiana Sexual Offenders Registry, National CASA Associations Standards/Policy and Procedures Quest software, and COMET (CASA Outcome Management and Evaluation Tool) software.
Working knowledge of standard English grammar, spelling and punctuation, and ability to perform arithmetic calculations and prepare written reports as required.
Ability to supervise and direct assigned personnel, including making work assignments, providing training and corrective instruction, evaluating performance, and maintaining discipline.
Ability to interview candidates and make hiring decisions.
Ability to operate standard office equipment, such as computer, keyboard, printer, calculator, and telephone.
Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to effectively communicate orally and in writing with co-workers, other County departments, court personnel, probation officers, Indiana Supreme Court Advisory Commission, Tippecanoe County Division of Child Services, numerous community service providers, various law firms, community churches, and service organizations, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.
Ability to observe similarities and differences in data, compile, analyze, and evaluate data, and make determinations based on data analyses.
Ability to apply knowledge of people and locations, and plan/layout assigned work projects.
Ability to understand, memorize, retain and follow oral and written instructions and present findings in oral or written form.

Ability to work on several tasks at the same time and work under time pressure.
Ability to regularly work extended hours, occasionally work weekends/evenings, and travel out of town, sometimes overnight for meetings, training and/or conferences.
Ability to respond to emergencies on a 24-hour basis and from off-duty status.
Ability to occasionally testify in legal proceeding/court.
Possession of a valid Indiana driver’s license and demonstrated safe driving record.

Responsibilities

Provides all oversight of both staff and CASA volunteers assigned to the CASA Program, which includes, but is not limited to: advertising for vacancies, interviewing and hiring, initial and ongoing training, progressive discipline, performance evaluations and staff development. Oversight includes completion of background checks for all CASA volunteers including national, state, and local registries. Writes and revises job descriptions of staff positions as necessary and conducts annual performance evaluations.
Recruits, screens, and trains CASAs. Plans and implements required training for CASAs and ensures compliance with the national CASA Association curriculum.
Manages fiscal operations of the Program, including preparing and administering budget, authorizing expenditures, overseeing preparation of all accounts payable and receivable, monitoring grant funds, reviewing financial statements, preparing vouchers for reimbursements, and preparing related reports. Seeks grant funding to support and expand the CASA Program and supervises the completion of grant reporting requirements.
Coordinates public relations activities to recruit volunteers and increase public awareness of the CASA Program, including overseeing release of press packets and news releases and follow-up of any media coverage, approving all written public relations material printed by the agency, and ensuring that staff and volunteers are available for public speaking engagements. Develops and maintains relationships with all appropriate groups, agencies, and organizations, and any and all other child advocacy agencies and community service organizations.
Interviews candidates and makes hiring decisions, orients new subordinates, reviews salaries and recommends changes when warranted, recommends promotions, transfers, demotions, and keeps supervisor and assigned staff informed of organizational developments.
Creates annual work plan in relation to long-term strategic plan. Meets periodically with program staff to determine and discuss any problems or plans involving staff/volunteers or operations and stay informed on relevant activities of the agency. Reviews policy and procedure manual bi-annually, develops strategic plans, and reviews program/agency progress as compared to goals and objectives.
Oversees CASA Supervisors to ensure compliance with Court mandated responsiveness, report writing, attendance and testimony. Writes and edits reports for Court as well as provides court testimony.
Ensures that all CASAs are trained and maintain knowledge and skills for engaging primary caregivers and other key case participants, while ensuring the best interest of the child.
Attends multiple state and national meetings to maintain current knowledge and skills on issues related to child welfare, out of home removal, independent living, trauma informed care, regulatory requirements regarding youth under the supervision of the Department of Child Services, and permanency planning.
Monitors Department compliance with local, state, and federal laws, and CASA Code of Ethics.
Attends and works with National and State CASA organizations through committees, conferences, and meetings.
Periodically testifies in legal proceedings/court as required.
Provides 24 hour support to CASA staff and CASAs in case of emergencies.
Performs related duties as assigned.
