About The Position

Westminster Communities of Florida is hiring for an Executive Director of Housing. This position is located in Orlando, FL, and reports to the Sr. Vice President of Operations. In this role, the Executive Director of Housing will provide strategic leadership, operational oversight, and regulatory compliance management for both affordable housing and market-rate apartment communities. This role is responsible for guiding on-site administrators and property managers in day-to-day operations, leasing activities, budgeting, and ensuring the long-term success of each property. The Director ensures adherence to HUD regulations, FHFC requirements, and Westminster Services’ standards, while promoting Legendary Service and upholding the organization’s mission. This position is responsible for the following: Lead and mentor property managers and administrators across multiple affordable and market-rate housing communities. Provide hands-on support and direction for daily operations, leasing strategies, resident relations, and staff performance. Foster a culture of accountability, excellence, and Legendary Service throughout all communities. Maintain expert-level knowledge of HUD, FHFC, and other applicable housing regulations. Schedule and oversee compliance tasks, inspections, and reporting requirements inclusive of REAC and NSPIRE inspections with a minimum of an above average score. Ensure all properties meet health, safety, and building codes, and uphold Westminster’s standards. Conduct regular site visits to assess property conditions, operational effectiveness, and compliance completing visit reports that are sent to the property administrator and supervisor. Hold administrators accountable for performance, resident satisfaction, and operational outcomes. Support admissions and discharges in accordance with RRC standards and guidelines. Monitor and analyze budget performance across communities. Recommend and implement cost-effective strategies to improve operational efficiency. Oversee reserve replacement fund planning and capital needs forecasting. Collaborate with administrators to develop and execute marketing plans to maintain or increase occupancy. Support leasing efforts and ensure alignment with market trends and community goals. Assist in the bidding and selection of vendors in compliance with HUD and Westminster requirements. Monitor vendor performance and ensure timely completion of work projects. Provide guidance on staff supervision, evaluations, coaching and disciplinary actions. Disseminate updates on personnel policies, property management standards, and compliance requirements. Act as a liaison to resolve resident concerns and promote a positive living environment. Ensure resident satisfaction and engagement through responsive and respectful communication. Comply with all applicable rules, policies, standards, and guidelines related to employment with Westminster Services and its communities. Promote and communicate the mission and values of Westminster Services in all interactions. Provides 24-hour back-up support for staff at assigned Rental Retirement Communities (RRCs) during an administrator’s absence due to vacation or leave. Serves as interim administrator for vacant RRC positions, ensuring continuity of operations and resident care. Is present at the community during emergencies , unless on vacation, to support the residents during a time of crisis. Coordinates CSS efforts and supports communities in Hurricanes, Natural and Manmade disasters and outages. Actively participates in continuing education, in-service training, and required organizational meetings to stay current with industry standards and regulatory changes. Mentors and develops emerging leaders for promotion readiness. Establishes and maintains a robust system for record compliance, retention, and reporting of official documents in accordance with Low Income Housing Tax Credit (LIHTC) requirements at applicable communities. Qualifications: This position requires the ability for frequent travel and to serve as Interim Administrator for extended periods. Bachelor’s degree required in social service, management, or related field. Five (5) years property management and experience with senior adults and subsidized housing preferred. Prior experience and knowledge of tax credit and grant programs preferred. Proven leadership experience in multi-site property management, including both affordable and market-rate housing. Strong knowledge of HUD, FHFC, and LIHTC regulations and compliance requirements. Demonstrated ability to manage budgets, capital planning, and reserve replacement funds. Excellent interpersonal and communication skills, with the ability to lead teams and resolve resident concerns effectively. Proficiency in property management systems and reporting tools.
