About The Position

Catholic Charities of Kansas City–St. Joseph seeks a strategic and mission-driven Director of Housing Development to lead and expand affordable housing initiatives serving individuals and families across northwest Missouri. This leadership role offers the opportunity to shape the growth of a significant housing portfolio and advance innovative housing solutions that provide stability, dignity, and a sense of belonging for people in need. Catholic Charities serves more than 23,000 individuals each year across 27 counties through programs including housing services, food distribution, job training, and family support. The Director of Housing Development will play a key role in advancing the organization’s mission by developing and overseeing housing initiatives that directly impact the lives of hundreds of residents. Reporting to the CEO and working closely with Agency Officers, the Director of Housing Development provides leadership, vision, and oversight for Catholic Charities’ housing development and sponsored housing entities. This position leads the planning, development, acquisition, and oversight of affordable housing properties while ensuring strong partnerships, regulatory compliance, and long-term sustainability of housing initiatives. The Director also serves as the primary liaison with sponsored housing organizations, community partners, financial institutions, and development professionals to ensure projects move from concept to completion successfully.

Requirements

  • Master’s degree in business, planning, finance, social work, or related field preferred.
  • Minimum four (4) years of housing development or related experience with a master’s degree, or ten (10) years with a bachelor’s degree.
  • At least two (2) years of supervisory or leadership experience.
  • Knowledge of affordable housing development, housing finance, property management, and regulatory compliance.
  • Strong project management, communication, and relationship-building skills.
  • Ability to lead complex initiatives involving multiple stakeholders and partners.
  • Commitment to the mission and values of Catholic Charities and the principles of Catholic Social Teaching.
  • Follow the Catholic Social and Moral Teachings in all aspects while performing job duties.
  • Work collaboratively to achieve goals and resolve conflicts to achieve the greater good.

Nice To Haves

  • Familiarity with Low-Income Housing Tax Credits (LIHTC) and other affordable housing financing structures preferred. Prior experience working with MHDC.

Responsibilities

  • Lead the strategic planning and growth of Catholic Charities’ housing development initiatives.
  • Manage the development lifecycle of affordable housing projects including feasibility analysis, financing coordination, property acquisition, construction oversight, and project completion.
  • Oversee the agency’s housing portfolio and support sponsored housing entities to ensure effective governance, compliance, and operational success.
  • Build and maintain strong partnerships with developers, investors, lenders, contractors, and community stakeholders.
  • Ensure compliance with federal, state, and local housing regulations including Fair Housing laws and affordable housing program requirements.
  • Support financial planning and budgeting for housing initiatives and monitor project performance.
  • Provide leadership to housing development staff, consultants, and contractors.
  • Represent Catholic Charities in community collaborations addressing housing needs across the region.
  • Monitor program outcomes and implement improvements to strengthen housing impact and long-term sustainability.
