About The Position

EOHLC is seeking a Deputy Director in the Division of Housing Development/M8! AGENCY MISSION: The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents. Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities. OVERVIEW OF ROLE (NOT ALL INCLUSIVE): The Secretariat’s mission includes the production or preservation of primarily affordable rental and ownership housing – especially for low- to moderate-income individuals and households – in communities located throughout the state. HLC’s mission includes compliance monitoring of these units for at least 30 years following initial sale or occupancy. The Division of Housing Development is responsible for overseeing all aspects of privately-owned affordable and mixed-income rental and ownership housing portfolio receiving Executive Office of Housing and Livable Communities (HLC) funding assistance through 18 to 20 key funding programs, including the federal Low-Income Housing Tax Credit (LIHTC) program, the state LIHTC program, the federal HOME program, and the federal Housing Trust Fund. In addition, oversight of between eight and ten state bond programs, including the Affordable Housing Trust Fund (AHTF) and the Housing Stabilization Fund (HSF), as well as six other state-funded programs. In addition to the portfolio of federal rental projects, a growing portfolio of projects – both comprehensive permit and local initiative permit (LIP) projects -- approved through Chapter 40B. The Deputy Director of Housing Development may be responsible for the staff working on these projects, which are adding approximately 2,500 rental units per year to the work unit’s rental portfolio of mixed-income projects and can proceed without direct EOHLC funding. The Deputy Director of Housing Development also oversees Housing Development Incentive Program (HDIP) for market-rate units in Gateway cities. The current HLC portfolio of privately-owned affordable and mixed‑income rental projects with HLC funds includes approximately 140,000 rental units and represents HLC investments of over $10 billion. HLC’s portfolio of homeownership projects include more than 120,000 units. The Deputy Director of Housing Development oversees the Local Initiative Permit (LIP) program, the HOME Program and the housing program which provides supportive housing to people with disabilities and populations with special needs. The Deputy Director of Housing Development, oversees and/or coordinates all aspects of the work of the Division of Housing Development.

Requirements

  • Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

  • Direct experience in supervising staff in a large or medium entity
  • Prior responsibilities related to significant commitments and expenditures of private or public funds.

Responsibilities

  • In the absence of the Undersecretary of Housing Development assumes all duties.
  • Development and ongoing maintenance of the new OneStop+ application system and workflow platform.
  • Coordinating and/or overseeing much of the work of EOHLC and quasi-public review teams involved in evaluating pre-applications and full applications of rental and homeownership funding applications.
  • Overseeing staff at EOHLC and its quasits involved with 80 to 100 subsidy loan closings each year.
  • Overseeing the tracking by program of subsidy commitments/expenditures for projects in closing.
  • Overseeing work of EOHLC subsidy staff involved with ongoing compliance monitoring and EOHLC’s compliance contractors.
  • Provides supervision to the LIP Director, Manager of Supportive Housing & Manager HOME Programs/Special Projects.
  • Overseeing and coordinating all work related to MassDocs closing system.
