About The Position

Serves as Chief Financial and Operations Officer of the St. Louis Park School District, providing executive leadership for all financial and business operations, either directly or through department directors and managers. This includes the district’s Business/Student Reporting, School Nutrition, Building and Grounds, Transportation, and Emergency Preparedness departments.

Requirements

  • Extensive knowledge of public-sector financial management, including Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), Governmental Accounting Standards Board (GASB) requirements, and federal and state fund accounting practices related to payroll, treasury, grants, and public debt.
  • Knowledge of Minnesota state statutes, federal laws, and regulatory requirements governing school district finance, taxation, funding, and accountability.
  • Knowledge of legal, ethical, and professional standards of conduct applicable to public-sector finance officers, with a demonstrated commitment to fiscal stewardship, transparency, and accountability.
  • Knowledge of principles and practices of public-sector administration, including strategic planning, budgeting, purchasing, contract management, customer service, and employee supervision.
  • Ability to read, analyze, and interpret financial statements, professional publications, contracts, and legal documents, and ensure compliance with all applicable regulatory and reporting requirements.
  • Ability to provide strategic financial leadership through long-range planning, forecasting, analysis, and risk management.
  • Ability to analyze complex financial and operational issues, evaluate alternatives, and develop sound recommendations aligned with District goals.
  • Strong verbal and written communication skills, with the ability to effectively present complex financial information to the Superintendent, School Board, administrators, employees, and the public.
  • Ability to plan, organize, direct, and coordinate the work of professional and support staff, while prioritizing multiple projects, deadlines, and competing demands.
  • Ability to develop, implement, and maintain effective financial controls, reporting systems, and recordkeeping processes.
  • Ability to prepare, review, and present accurate, timely, and clear financial and management reports.
  • Ability to use initiative and exercise independent judgment within established policies and procedures.
  • Ability to maintain regular and reliable attendance and meet the responsibilities of an assigned work schedule.
  • A bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field is required
  • Extensive experience in public-sector financial management, accounting, or business services, preferably in a school district or comparable governmental organization.
  • Demonstrated leadership experience, including supervising professional and support staff, managing budgets, and overseeing multiple operational programs.
  • Knowledge of school finance, accounting systems, grant management, payroll, purchasing, and risk management.
  • Experience with long-range financial planning, strategic decision-making, and compliance with federal, state, and local regulations.
  • Strong analytical, communication, and organizational skills, with a record of providing effective executive-level financial leadership.

Responsibilities

  • Serves as a member of the Superintendent’s Cabinet, providing executive leadership and strategic guidance for the District.
  • Directs and coordinates the District’s long-range financial planning and fiscal strategy.
  • Convenes district-wide leadership and collaboration teams such as Budget Managers, Finance Advisory Committee, and Emergency Preparedness.
  • Leads development of budget assumptions, processes, and procedures; oversees the review and approval of all expenditures.
  • Establishes and maintains comprehensive accounting and financial reporting systems for all District operations.
  • Directs the preparation of annual tax levy certifications and materials for public hearings related to the tax levy.
  • Oversees the operations of the Business Office
  • Develops and implements financial policies, procedures, and internal controls to ensure compliance with all applicable federal and state laws and regulations.
  • Establishes and supervises systems for the secure storage and retention of financial records, including records related to real property ownership.
  • Supervises the preparation and submission of all required federal, state, and District financial reports.
  • Directs and coordinates the District-wide fixed asset accounting system.
  • Oversees systems and procedures for the disbursement of funds and the accounting of all revenues, including payroll administration.
  • Directs the development and administration of the District’s annual budget.
  • Develops revenue and expenditure forecasts and prepares long-range financial planning and analysis reports.
  • Establishes and oversees a comprehensive budget control and monitoring system.
  • Develops, implements, and coordinates financial planning and control programs to ensure accuracy and integrity of financial reporting.
  • Supervises the District’s short- and long-term debt planning and management activities.
  • Directs the development and implementation of District purchasing policies and procedures.
  • Administers the School Nutrition, Building and Grounds, Transportation, and Emergency Preparedness departments.
  • Performs other duties and assumes additional responsibilities as assigned.
  • Provides executive leadership and overall direction, coordination, and evaluation of the Business Office, School Nutrition, Transportation, Building and Grounds, and Emergency Preparedness departments.
  • Responsible for all supervisory functions, including interviewing, hiring, and training employees; planning, assigning, and directing work; evaluating performance; administering recognition and corrective action; and addressing employee concerns and resolving workplace issues.
