About The Position

The NYC Department of Buildings (DOB) is seeking an Executive Director of IT Solutions Delivery. This senior technology leader will be responsible for the strategy, delivery, and operational excellence of the organization’s enterprise application ecosystem. The role involves overseeing director-level leaders managing application development, operations, and data & integration, ensuring all application platforms (from modern cloud-based systems to mission critical legacy environments) operate cohesively and effectively. This individual will lead teams responsible for the architecture, application development, and operational support of the Department of Buildings digital systems that support Build, Licensing Safety, Inspections administrative systems, and internal applications. The successful candidate will plan, coordinate, direct, and design all architecture, development, and operational activities of critical systems, working closely with decision makers in other bureaus to identify, recommend, develop, implement, and support cost-effective technology solutions. The position also involves strategically developing technology roadmaps and budgets for multi-year technology solutions. This executive owns the enterprise development lifecycle, integration strategy, application operations support, and platform modernization roadmap, with a particular focus on Microsoft Dynamics 365, on-premises systems (including mainframe), Accela, and custom .NET and Java applications. The role requires deep expertise in data integration, APIs, and ETL to ensure seamless interoperability across the organization’s technology landscape. This executive ensures that the entire application ecosystem functions as a unified, strategic asset, bridging innovation with operational stability to enable organizational evolution while maintaining the reliability of mission critical systems.

Requirements

  • Permanent in the Computer Systems Manager civil service title, or reachable on the Computer Systems Manager open competitive list, or permanent in comparable civil service titles under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.
  • A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services, with at least eighteen (18) months of this experience in an administrative, managerial or executive capacity in these areas or in the supervision of staff performing these duties.
  • OR A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described above, with at least eighteen (18) months of this experience in an administrative, managerial or executive capacity in these areas or in the supervision of staff performing these duties.
  • OR A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described above, with at least eighteen (18) months of this experience in an administrative, managerial or executive capacity in these areas or in the supervision of staff performing these duties.
  • All candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience in IT, including the eighteen (18) months of administrative, managerial, executive or supervisory experience.
  • Deep expertise in data integration, APIs, and ETL to ensure seamless interoperability across the organization’s technology landscape.

Responsibilities

  • Provide strategic oversight of all enterprise applications, including Dynamics 365, legacy mainframe systems, Accela, and custom-built .NET and Java solutions.
  • Ensure alignment between application strategy and organizational goals, driving modernization and digital transformation.
  • Oversee the full application lifecycle from planning and development to deployment, operations, and retirement.
  • Guide and oversee enterprise development practices, architecture standards, and engineering excellence.
  • Champion DevOps, Continuous Integration and Continuous Delivery/Deployment (CI/CD, and automation across development teams.
  • Ensure operational stability, reliability, and performance of all enterprise applications.
  • Oversee incident management, change control, monitoring, and service continuity.
  • Ensure that underlying operational technologies of the applications are fully supported by the application teams.
  • Direct enterprise application data strategy, including SQL Server, Dataverse, and integration platforms.
  • Govern API management, ETL pipelines, event-driven architecture, and system interoperability.
  • Define and enforce enterprise integration patterns, ensuring secure, scalable, and maintainable data flows.
  • Oversee API governance, data quality frameworks, and integration architecture across cloud and on premise environments.
  • Partner with security and compliance teams to ensure data protection and regulatory alignment.
  • Lead modernization initiatives such as cloud migration, legacy system evolution, and platform consolidation.
  • Evaluate emerging technologies and recommend adoption strategies that improve agility, scalability, and business value.
  • Drive adoption of MuleSoft, Microsoft Power Platform, Azure services, and other modern integration frameworks.
  • Lead, mentor, and develop director level leaders and their teams.
  • Foster a culture of innovation, accountability, and continuous improvement.
  • Collaborate with business stakeholders to understand needs, prioritize initiatives, and deliver measurable outcomes.
  • Collaborate with system integrators to ensure complete knowledge transfer and operational transition of solution implementations.
  • Establish enterprise standards for development, operations, integration, and data management.
  • Ensure robust disaster recovery, business continuity, and cybersecurity practices across all application platforms.
  • Manage budgets, vendor relationships, and strategic partnerships.
