The successful candidate will be a vital member of the Human Resources Department and manage a broad spectrum of HR functions, including but not limited to: Policy and Compliance: Develop, implement, and revise personnel procedures, ensuring smooth service delivery and strict compliance with Education Code, governmental statutes, regulations, and rules. Labor Relations & Negotiations: Assist the Assistant Superintendent with labor relations and collective bargaining negotiations. Interpret existing personnel policies and advise staff and management on legal provisions. Employee Relations & Investigations: Serve as the District's Uniform Complaint Procedure (UCP) compliance officer, Title IX Coordinator, Equity Compliance Officer, ADA/FEHA compliance officer, and conduct fair, thorough, and legally sound investigations, including discrimination and sexual harassment. Conduct interactive process meetings with certificated staff. Recruitment & Management: Assist with the recruitment and selection of certificated employees. Manage certificated substitute services including placement and evaluation. Direct pre-employment activities and the clearance process for all certificated personnel, coaches, student teachers, and substitute teachers. Performance & Support: Assist site managers (principals/assistant principals) with the appropriate supervision, evaluation, and discipline of certificated personnel. Provide HR-related training and guidance to District leadership. Administration: Develop/revise certificated job descriptions, assist with Workplace Violence Prevention Planning, staff safety plans (IIPP), and employee recognition. Leadership: Supervise and evaluate the performance of assigned HR staff and work to resolve student, parent, staff, and citizen issues and concerns within a diverse community.
