About The Position

The Kentucky Board of Architects (BOA) seeks a highly qualified and experienced individual to serve as the Executive Director of the Board of Architects. The Executive Director administers the activities of the Board, a semi- independent agency of the Commonwealth of Kentucky and directs the activities of its staff in support of the agency’s programs and operations. Responsibilities include handling and coordinating a workload on multiple deadlines requiring a high level of organization and the ability to prioritize.

Requirements

  • Bachelor’s degree in business administration, public administration, architecture, interior design, law, finance, accounting, political science, or a related field; or an equivalent combination of education and relevant professional experience.
  • Administrative experience, including but not limited to, the ability to prepare, understand, and work with a government budget/fiscal environment, develop regulations, rulemaking, and policy development and implementation.
  • Supervisory and/or Management experience, including the ability to organize and control the flow of work, manage professional and clerical staff within the office, work well under pressure, meet deadlines, and possess strong organizational, supervisory and leadership capabilities.
  • Regulatory and/or enforcement experience, processing complaints, monitoring investigations, keeping abreast of hearings on disciplinary matters, etc.
  • Legislative or lobbying experience and/or coordination and testifying before legislative committees.
  • Experience working with and/or in taking directions from a board, committee, or commission.
  • Experience communicating with all levels of individuals including the government officials, public, stakeholders, media, and testifying in court.
  • Experience working within a large organizational or governmental structure; and Experience working and collaborating with national associations.
  • Knowledge of the laws and rules pertaining to the licensure, practice, and education of licensed architects and certified interior designers.
  • Familiarity with the architectural and interior designer’s professions.
  • Capacity to prepare, analyze, and amend administrative regulations and administer the full regulatory review process, including public comment, subcommittee evaluation, and legislative committee action.
  • Knowledge of current issues and emerging trends affecting the Board, its committees, and the design profession.
  • Ability to travel as required in the performance of assigned duties.
  • Ability to demonstrate regular and predictable attendance.
  • Proficient computer skills including knowledge of software applications e.g. Microsoft Office Suite, eMars (electronic Management Administrative and Reporting System).

Nice To Haves

  • Advanced degree (Master’s or Doctor) in a related field and/or professional licensure such as Registered Architect, Certified Interior Designer, Certified Public Accountant, or Attorney.
  • Experience working with legislative bodies or executive branch leadership.
  • Experience working in the Commonwealth of Kentucky’s financial management, budgeting, and data analysis applications.

Responsibilities

  • Oversee the development, management, and protection of the installation and operation of an effective computer system, including hard/software, database, and web site within the Board’s budgetary constraints.
  • Administer the agency’s personal service contracts, inter-agency agreements, equipment and facility leases, accounting processes, correspondence, operating budget, reports, and newsletter.
  • Analyze program data, draw conclusions, take appropriate action and make recommendations to the Board and others.
  • Develop correspondence and other communications, as appropriate, to administer the agency’s program areas.
  • Assist and support the Board in promulgating administrative regulations.
  • Supervise the licensing and renewal processes and provide direction and guidance to investigators, staff, and legal counsel.
  • Manage and review complaint intake, filings, and investigations to ensure all actions comply with legal requirements, and obtain necessary evidence as needed.
  • Prepare Board meeting schedules, arrange for accessible meeting sites, conduct board business in accordance with the Public Meetings Laws, and work with the Governor’s office to initiate and expedite the Board member appointments/reappointment process.
  • Work with the Board president to set the agenda for each board meeting and provide background materials and research findings for board members.
  • Prepare/submit Board’s biennial budget.
  • Prepare revenue forecasting, cash flow planning, and oversee expenditures and revenue.
  • Oversee the entire financial activities of the agency by authorizing payments, managing accounts receivables and collection processes, authorizing purchases, and authorizing expense reimbursements.
  • Recruit, interview, discipline, terminate and hire staff in consultation with the Board.
