About The Position

The Deputy Director of the Kentucky Office of Homeland Security (KOHS) also serves as the Director of the Kentucky Intelligence Fusion Center (KIFC). In this dual role, the position serves as primary advisor to the executive director on strategy, policy, and administration, while also leading and overseeing the KIFC’s collection and analysis of intelligence to prevent, protect against, and respond to all-hazards threats. Responsibilities include but are not limited to the following: Assist the Executive Director in developing and implementing the Commonwealth’s Homeland Security Strategy in alignment with gubernatorial and legislative priorities. Plan, coordinate, and supervise programs, operations, and functions across KOHS as assigned by the Executive Director. Serve as the primary liaison to the National Network of Fusion Centers and maintain robust partnerships with public and private sector stakeholders at the local, state, and national levels. Direct and oversee the daily operations of the KIFC and its criminal intelligence analysts, ensuring the effective flow of information among public safety agencies, critical infrastructure entities, and other key partners. Seek and secure the tools, training, and expertise necessary to position the KIFC to be a value-added partner and increase its intelligence capabilities to keep Kentuckians safe. Act as a key decision-maker during active threats or state-level emergencies, coordinating intelligence support for the Kentucky Emergency Operations Center. Oversee personnel, budgeting, and federal grant compliance to ensure operational readiness. Advise and represent the Executive Director at public speaking events and meetings with state, local, and federal agencies, congressional representatives, local officials, and the public. Lead, monitor, and interpret research projects and special studies as requested by the Executive Director. Analyze and interpret financial and programmatic data as it relates to policy development. Prepare and review budget documents for both state and federal fiscal years. Oversee the Fusion Liaison Officer (FLO) program, developing and fostering direct lines of communication with Kentucky first responder and private sector stakeholders.

Requirements

  • Maintain a valid driver’s license.
  • Frequently communicate in person or by other means of technology.
  • Spend a major portion of time using a computer.
  • Some travel required.
  • Bachelor’s degree in Criminal Justice, Homeland Security, Public Administration, or a related field.
  • Minimum of 7–10 years of progressive experience in law enforcement, intelligence, or emergency management, with at least 3 years in a supervisory role.

Nice To Haves

  • Possess, or be able to obtain, a Top Secret (TS/SCI) federal security clearance.
  • Understanding of the Intelligence Cycle and privacy and constitutional rights associated with criminal intelligence systems as outlined in 28 CFR Part 23.
  • Exceptional communication skills for briefing high-ranking government officials.
  • Proven ability to manage multidisciplinary teams in high-pressure environments.
