THIS ROLE: The Estimating Manager is responsible for leading the development of competitive, accurate bids and production plans for large-scale marine construction and dredging projects, including waterway deepening, maintenance dredging, restoration, and coastal protection works. This role combines technical estimating, survey/template coordination, dredge production modeling, and ongoing project production support to ensure safe, efficient, and profitable operations aligned with client requirements and regulatory standards. The Estimating Manager works cross-functionally with operations, survey, engineering, and project management teams to turn survey data, historical performance, and hydraulic/production calculations into clear plans, bid proposals, and actionable guidance for the field.

Responsibilities

  • Bid Development & Technical Documentation:
  • Develop technical reports, bid narratives, and bid review presentations aligned with project goals, specifications, and regulatory requirements.
  • Analyze project schedules, milestones, and risks to provide data-driven insights that improve forecasting, contingency planning, and operational efficiency.
  • Calculate production metrics and quantity take-offs for upcoming bids, including volumes, areas, cycles, and expected production rates.
  • Participate in the review of dredging projects in the contracts funnel, assessing feasibility, risks, and strategic fit.
  • Assist in generating technical submittals and supporting documentation required for proposals.
  • Assist with cost estimating by implementing costs associated with equipment, compliance, labor and other project costs
  • Survey & Template Coordination
  • Prepare survey instructions and template requirements based on project specifications.
  • Handover plans and requirements to surveyors and coordinate deliverables and timelines.
  • Oversee preparation of design templates
  • Coordinate with clients to obtain required survey data (e.g., via RFI before RFI deadlines) when not provided
  • Quantity Calculations & Shoaling Analysis
  • Use survey data and design templates calculate volumes
  • Attempt shoaling calculations based on historical shoaling rates using differences between historical surveys.
  • Calculate disposal site volumes and plot depths at offload locations as needed.
  • Measure route distances to disposal sites, calculate expected speeds, and integrate these into cycle time and production estimates.
  • Production Strategy & Modeling
  • Develop and model production strategies for large-scale dredging and marine construction projects.
  • Use historical data and project analogs to identify similar projects by dredge type and spread configuration, leveraging past production performance.
  • Review historical production data to inform dig plans, anticipated rates, and equipment requirements.
  • Create detailed dig plans
  • Hydraulic & Pumping Calculations
  • Prepare pump and pipeline hydraulic calculations for pipeline/offloader/spoil placement scopes
  • Integrate hydraulic calculations into production estimates and equipment selection.
  • Detailed Face & Production Analysis
  • Conduct detailed face analysis
  • Develop detailed production models Perform
  • Ongoing Project Production Support
  • Provide high-level production strategies and planning for active projects, working closely with project managers, superintendents, and dredge crews.
  • Monitor current project production metrics and provide guidance to improve productivity and efficiency.
  • Optimize on-site productivity through performance modeling, KPI development, and tracking dashboards or reports.
  • Conduct site visits to work directly with the field team
  • Assist project sites with internal reporting and enforce consistent reporting standards and data quality expectations.
  • Data Management & Historical Database
  • Maintain and expand a database of past projects for historical reference, including quantities, production, spreads, and schedules.
  • Compile and update competitor production and performance data where available to benchmark and inform bidding strategy.
  • Leverage historical data to refine estimating assumptions, risk profiles, and contingency strategies over time.
