About The Position

Estimating Manager The Estimating Manger will report to the Director, Project Controls. The Estimating Manager establishes, implements, maintains, and monitors compliance with estimating processes across all Centrus projects. What you will do: Develop, implement, and maintain Centrus’ estimating standards, procedures, and tools to ensure consistency across all projects. Ensure integration of processes and systems with other Project Controls functions including change management, planning & scheduling, work package planning, and forecasting. Coordinate with the Project Controls Managers on each project to ensure adequate levels of estimating support appropriate for the phase of each project. Support project teams by providing all preparatory input, procedures, resources and rates necessary for the development of project estimates and translating estimate plans into detailed project budgets for regulatory, engineering, procurement, fabrication, manufacturing, construction, commissioning, testing, start-up activities, and operations. Guide all estimating efforts, including the preparation of Class 5 to Class 1 estimates, ensuring compliance with industry best practices and Centrus guidelines. Coordinate with the Manager, Planning & Scheduling and Project Controls Managers to ensure accurate and integrated project cost baselines, including alignment with project schedules and WBS. Conduct detailed estimate reviews, validating the accuracy and completeness of project estimates, change estimates, and cost forecasts. Ensure the baselining (and re-baselining) of budgets is performed per Centrus’ guidelines. Promptly flag any deviations and assist in their resolution. Work closely with the Contract and Procurement teams to ensure accurate cost estimating is available to support contract negotiations and validate change order pricing. Support project teams in conducting impact assessments for any proposed changes to cost baselines and budgets. Actively participate with Centrus’ risk identification and management efforts at a project level. Develop cash flow models to support project financial planning and provide regular updates to the corporate finance team. Support dispute resolution and claims analysis, including forensic analysis for potential use in contract claims or legal proceedings.

Requirements

  • Bachelor of Science in Engineering, Construction Management, Accounting, Finance, or Business
  • 15+ years of progressive experience in heavy industrial EPC environments.
  • Experience on Nuclear projects is required.
  • Proficiency in establishing/developing project estimates according to AACE class levels
  • Proficiency with commonly used estimating tools in the industry and by major EPC Contractors.
  • Must have strong investigative skills and an ability to ask questions to draw out required information.
  • Must utilize excellent communication and interpersonal skills to ensure that.
  • Functional oversight of estimators assigned to projects.
  • This position will require a pre­-employment background check and a pre-employment drug test.
  • This position requires the successful candidate to obtain and maintain a Q security clearance.
  • Candidates for positions requiring a security clearance are required to be tested for the absence of any illegal drug as defined in 10 CFR 707.4 prior to an offer of employment being made.
  • In addition, once employe, employees will become part of a random drug testing program and may also be tested in the event of any incident causing injury or causing damage to property, or if it is determined that there is a reasonable suspicion the employee is under the influence of drugs or alcohol.
  • This position will require preemployment background check on the part of the Company and in order to receive a Q security clearance, a background investigation by the Federal government.
  • Subsequent Federal government reinvestigations may be required.
