About The Position

The ERSEA (Eligibility, Recruitment, Selection, Enrollment & Attendance) Coordinator must be self-motivated, organized, and manage time well in a high stress environment. Must be able to advocate for Operation Breakthrough children and families within the program and in the general community. The position collaborates on program design, reports on outcomes, and evaluates overall effectiveness. Critical thinking and communication skills are necessary, especially with parents, other agency departments, and a variety of outside partners. Must demonstrate a commitment to children and family services with an emphasis on early intervention. Experience working with children and families living in poverty and who have experienced trauma is essential.

Requirements

  • Bachelor’s Degree in Social Work or related field required.
  • Three years’ experience working in social services field
  • Experience working with at-risk children and families
  • Excellent verbal, written, and organizational skills
  • High attention to detail and a commitment to the accuracy of data
  • Ability to use a computer with or without accommodation and maintain electronic correspondences
  • Experience in tracking and reporting data
  • Able to make sound decisions in a fast paced environment
  • Demonstrates high level of discretion and confidentiality

Nice To Haves

  • Head Start experience preferred
  • Experience in program management preferred

Responsibilities

  • Collaborates with the design and implementation grantee-wide recruitment plan; supports families and Operation Breakthrough with enrollment and subsidy applications; partners with Operation Breakthrough and MARC to ensure compliance with enrollment, waitlist, and monitoring requirements; provides trainings and technical assistance to client staff and families; promotes the value and importance of family and community engagement throughout the EHS/HS program.
  • Provides oversight and coordination of mandatory orientation for all incoming families with the Family Engagement Team. Partnering programs include Early Head Start, Head Start, Kansas City Pre-K Cooperative, Kansas City Public Schools, and other charter schools.
  • Engages Family Advocates and Program Specialists to support ongoing maintenance of the child care subsidy process, including but not limited to: employment/training verifications, renewals, and monitoring.
  • Assists in developing and analyzing community assessment information annually to help determine design options, recruitment efforts, and enrollment guidelines.
  • Ensures compliance with all relevant EHS/HS regulations and standards for accurate recordkeeping and reporting monthly.
  • Maintains open communication and collaborates in ensuring compliance with Pre-K cooperative programs.
  • Develops and implements training materials for ongoing ERSEA and Family Engagement related training for agency staff and child care partners that support compliance with Head Start Performance Standards and Head Start Act.
  • Collaborates during weekly supervision sessions with both FCE Manager and individually with Family Advocates to discuss and oversee case load, attendance, enrollment, and outreach.
  • Contributes to the program’s effectiveness by monitoring children's attendance weekly and follows up with the staff when children are absent for three or more consecutive days, ensuring that attendance does not fall below 85%.
  • Develops and implements a data driven system of continuous program improvement, evaluation, and compliance with agency and EHS/HS policies and procedures/ regulations.
  • Assists with the transition of families through the enrollment process into one of the programs, including transitions into Early Head Start, Head Start, Pre-K collaboratives, and Kindergarten.
  • Attends weekly Team Meetings, and other interdisciplinary meetings as needed.
  • Collects, monitors, compiles, and reports on Head Start Family Engagement and grant requirements.
  • Oversee accurate and timely documentation in Child Plus database regarding communication with, services provided, crisis intervention, attendance, and program governance for enrolled families in accordance with Head Start and agency policy/procedures.
  • Attends MARC ERSEA meetings/trainings as a representative of Operation Breakthrough.
  • Works fluidly and consistently with the Clinical, Disabilities, FCE, and Education teams.
