Vopak is seeking a new Environmental Engineer to ensure compliance with local, state and federal environmental regulations, codes and standards; and, to implement environmental programs associated with maintenance and improvement of air quality management for the Company’s West Coast sites.

Requirements

  • B.S. in Environmental Sciences, Biology, Chemistry, or Engineering required.
  • Good computer skills including ability to use Microsoft Office Suite, various email and internet programs and applications, financial software, databases, order systems, and other programs used by the Company
  • Competency in performing data analysis and tracking key performance indicators (KPIs)
  • Must possess or be able to obtain a TWIC (Transportation Worker Identification Credential) as required by the Maritime Transportation Security Act.
  • Minimum of 7 – 10 years of experience working in a plant or other highly regulated environment.
  • Expert knowledge of air emissions requirements, air emissions permitting, and air quality issues.
  • Expert knowledge of federal operating permits.
  • Excellent computer skills including the ability to use Microsoft Office Suite, various e-mail and internet applications, databases, and government systems (including STEERS);
  • Excellent English communication skills, both oral and written (Spanish language skills helpful);
  • Excellent organizational and time management skills.
  • Ability to prioritize and self-direct work activities.
  • Customer focused, ability to influence, and ability to communicate diplomatically.
  • Fills in for the SHEQ Manager as required.

Nice To Haves

  • CHMM and/or REM certifications preferred
  • M.S. in Environmental Sciences, Biology, Chemistry or Engineering or other advanced degree preferred.
  • Extensive experiences working with environmental regulatory agencies.
  • Experience working with the SCAQMD, CARB, Los Angeles Regional Water Quality Control Board, CA Department of Toxic Substances Control, USCG, CA State Lands Commission, CA State Fire Marshal is strongly preferred.

Responsibilities

  • Daily work permit management: act as the designated requestor of permits required for maintenance projects and facility upgrades, ensuring the proper preparation and submission of all necessary documentation. Additionally, manage the full lifecycle of all issued permits, including tracking expiration dates, overseeing final sign-off upon job completion, and maintaining a secure, auditable archive of all regulatory and legal permit paperwork.
  • Ensures compliance with local, state and federal regulations, codes and standards related to air emissions, air quality, water quality, waste, and remediation activities;
  • Monitors developments in environmental regulations and advises management regarding changes in regulations that could affect the Company;
  • Acts as the Company’s regional subject matter expert on air emissions and air quality issues and provides support to the business as needed; including but not limited to: providing regulatory interpretations; providing instruction and direction regarding compliance with permit, regulatory, and Company requirements; providing information regarding the current and expected regulatory environment; and conducting file research;
  • With input from the SHEQ Manager, develops and implements permitting strategies for site modifications and expansion projects;
  • Actively participates in permitting, compliance and enforcement negotiations with regulatory authorities including but not limited to developing and presenting corrective and preventive action plans; negotiating settlement terms; and negotiating permit terms and conditions;
  • Manages multiple environmental and engineering consultants in the preparation of air permit applications, conducting of air emissions sampling, testing of pollution control equipment, conducting air dispersion modeling, and other activities as required;
  • Develops project scopes of work for consultants and contractors and assists in selection of qualified consultants and contractors in coordination with other departments;
  • Develops and implements annual air emissions control plan for the Company’s sites;
  • Develops and implements site specific environmental procedures and practices related to air emissions and air quality;
  • Develops and implements alternative operational plans to minimize emissions under upset and maintenance conditions;
  • Acts as owner of the site’s Risk Management Plan (RMP) program to ensure the RMP is current and complies with all applicable regulatory requirements;
  • Acts as primary Company representative or may provide support for other staff during regulatory compliance audits by customers, government agencies, Company global or division representatives, and/or other third parties;
  • Assists in developing and implements Company Global policies and programs related to air emissions, air quality, and sustainability;
  • Assists in developing the Environmental & Quality Department’s annual Regulatory Compliance Improvement Plan;
  • Assists in developing the Environmental & Quality Department’s annual budget and maintains line budget responsibility for assigned accounts;
  • Assists in conducting internal site compliance inspections and audits;
  • Works with the Company’s Procurement System, requesting proposals, generating purchase orders
  • Prepares monthly SHEQ reports which are shared with the Business Unit / Global;
  • Assists in performing new product reviews according to material properties, required infrastructure and permitting requirements;
  • Responsible for providing direction and instruction to interdepartmental resources to ensure proper collection and maintenance of required data and records to demonstrate compliance with applicable local, state and federal regulations;
  • Interfaces with a compliance management system to ensure accurate information is gathered and input in a timely manner;
  • Schedules and manages required air emissions monitoring activities;
  • Maintains a list of emission points and corresponding monitoring and recordkeeping requirements as outlined in site air permits and/or applicable local, state and federal
  • Calculates air emissions corresponding to records of inventory, loading rates, sampling and testing data;
  • Performs quality review of all required emissions calculations and associated regulatory reports prior to report submittal;
  • Prepares and presents information to internal and external stakeholders including but not limited to: global, division, and regional management; customers; regulatory authorities; industry groups; and community groups;
  • Attends community and industry group meetings and acts as an ambassador for the Company at designated events;
  • Comments and provides direction for Management of Change (MOC) process related to new product introduction, tank and line service changes, other process or equipment changes, changes in permit requirements, and/or changes in regulatory requirements;
  • Complies with Company’s Global SHEQ standards and maintains continued quality of Company process systems;
  • Attends and actively participates in continuing education opportunities related to current and potential future job duties;
  • Conducts training for site employees as needed;
  • Contributes to special projects and performs other duties assigned by management that fall within the generally accepted scope of this position.
