About The Position

Terraphase Engineering is seeking a Project Environmental Engineer / Scientist with an emphasis on industrial stormwater in one of our Northwest offices (Portland or Tacoma). The Project Environmental Engineer / Scientist will perform complex consulting assignments and support the management and execution of technical projects focused on day-to-day environmental regulatory compliance. This role serves industrial, municipal, and construction clients across a range of compliance programs, with a strong emphasis on stormwater. Key subject areas include industrial, municipal, and construction stormwater; hazardous waste and materials; solid waste; wastewater; and water quality. Responsibilities include delivering multimedia compliance services such as stormwater program development and implementation, hazardous waste and materials management, wastewater compliance, and on-site compliance inspections and audits. The Project Environmental Engineer / Scientist will routinely review and interpret regulations, permits, and agency guidance to support project needs and ensure accurate, up-to-date application of regulatory requirements. This position requires the ability to evaluate technical and regulatory issues and clearly communicate findings and recommendations to internal teams, clients, and regulatory agencies. Fundamental project management skills are essential, including the ability to coordinate tasks, manage multiple assignments simultaneously, meet deadlines, and effectively prioritize work across concurrent projects. The role requires a willingness to perform both field-based (on-site) work and office-based work, depending on project needs. Project management responsibilities—including task coordination, client communication, and strong self-management—are integral to the role.

Requirements

  • 4+ years of experience as an environmental professional, with a strong focus on stormwater compliance
  • Direct experience in a consulting environment, supporting client needs and managing multiple active assignments
  • Demonstrated fundamental project management skills, including scheduling, task tracking, and coordination with internal teams and clients
  • Proven ability to multitask and manage competing priorities in a fast-paced consulting environment
  • Willingness and ability to perform both field work and office work, including on-site inspections, audits, and report preparation
  • Experience with, or a strong interest in, multimedia environmental compliance services, including: Industrial stormwater and wastewater permitting and compliance Hazardous waste management Development of SWPCPs/SWPPPs, SPCC Plans, and other regulatory reporting documents
  • Experience providing on-site client support, including facility inspections and audits
  • Experience working in, or supporting, process, manufacturing, and other industrial facilities as a consultant
  • S. degree or higherin Engineering, Environmental Science, Chemistry, or a related technical field.
  • 4+ years of multi‑media environmental compliance experience, including audits, permitting support, and developing regulatory plans (SWPPPs, SPCC, SOPs).
  • Strong ability to manage multiple concurrent tasks while maintaining high‑quality work.
  • Capable of performing field inspections and sampling(stormwater, soil, groundwater), identifying compliance issues in the field, and overseeing outside contractors and vendors.
  • Skilled at interpreting water quality and environmental regulations, including Oregon and Washington programs.
  • Experienced in stormwater and wastewater compliance, including preparing Water Quality Management Plans and supporting BMP implementation.
  • Strong writing, communication, critical‑thinking, and technical documentation abilities.
  • Competent in project coordination/management: planning, budgeting, scheduling, scoping, reporting, and leading small teams.
  • Experience collaborating with internal teams, subcontractors, and clients; able to work independently and mentor junior staff.
  • Proficient with Microsoft 365, with preferred experience in ArcGIS and/or AutoCAD.
  • Ability to travel regionally (up to ~1 week/month) and hold a valid U.S. driver’s license.
