About The Position

This is a standard position designed for appropriate use throughout the District of Columbia Department departments, offices and agencies. This position description depicts generalized duties and responsibilities required of positions with the primary responsibility of performing a variety of technical engineering assignments and projects in support of an engineering program or its processes. The incumbent will provide support to the Infrastructure Project Management Administration (IPMA), Materials Testing Division. The task includes but is not limited to laboratory and field sampling and testing of subgrades, soil, aggregate, asphalt, and concrete. Field density testing of soils includes undercutting, proof rolling, and nuclear density testing. Concrete testing includes field testing, and laboratory testing such as stripping and logging of cylinders, compression testing of concrete cylinders, flexural strength testing of concrete beams, recording, analyzing, reporting results, and answering questions regarding test results.

Requirements

  • Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.
  • To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
  • Six (6) to seven (7) years of relevant experience, one which is most equivalent to the CS-11 level.
  • Certification by the National Institute for Certification in Engineering Technologies, or certification from regional technician certification bodies is highly desirable.
  • The incumbent must possess and maintain a valid driver's license and be able to obtain a District Government Motor Vehicle Operator's Permit to operate passenger cars, pick-up trucks or vans to conduct field investigations.

Responsibilities

  • Reviews complex contractor prepared designs and/or specifications for a number of large and important projects or projects of major scope and importance.
  • May be responsible for the entire engineering technician effort.
  • Conceives, plans, and conducts research in problem areas of considerable scope and complexity, monitors the site, to compare the approved design plans and materials against the work at the site, to reveal and design flaws inconsistencies, discrepancies, or non-conforming material usage, reports same, as necessary.
  • Analyzes or ensures that core and soil samples, aggregates, and material samples are analyzed.
  • Ensures that building materials comply with specifications and zoning code requirements.
  • Ensures the sub-grade plastic and liquid limits are suitable; performs sieve analysis and moisture and density relationship tests.
  • Performs sub-grade density test, compaction, an hydrometer tests, inspects roadways, bridges, and retaining walls with regard to vibration problems.
  • Computes the-square footage of complex buildings, including elliptical structures.
