The Professional Services Management Unit (PSMU) manages procurement of all professional and specialty consultant talent that supports divisions, units and travel modes of NCDOT. We are looking for an Engineering Supervisor II to manage and direct all phases of professional or specialized firm contract administration. In this role you will: •Direct and execute all phases of Professional and Specialized Services Firm (PSSF) contract procurement/administration. •Provide Business Units / Modal Divisions with technical expertise required for acquisition, development, execution, evaluation, scoping, negotiating, and conflict/claim resolution of PSSF contracts. •Liaison between the Department and Private Engineering Firms (PEF) by leading responses to questions and conducting meetings during advertisement and prior to firm selection and then providing debriefing information after selection. •Oversee and monitor approval of SAP workflow to ensure timely approvals of PSSF contracts and task orders to affect Business Unit / Modal Division project/program delivery goals. •Supervise, direct, and guide a team of advanced-level engineers to ensure completion of PSSF contract procurement, administration, monitoring, and tracking functions to meet Business Unit / Modal Division project delivery schedules, goals, and objectives. •Monitor and complete performance evaluations for subordinate advanced-level engineers and provide coaching on their performance and the progress of their professional development. •Ensure PSMU and Department productivity and efficiency through streamlined and standardized processes while complying with all established policies and procedures. •Serve as an advisor to Unit Manager regarding PSMU, Departmental and PSSF industry business/issues (to include complex contracting issues, strategies, and/or best courses of action to eliminate potential points of conflicts, grievance, or misunderstanding). •Act as a technical advisor on various Department and Industry Committees and work groups. •Manage and coordinate NCDOT Office of Inspector General’s approval of PSSF pay rates for usage in PSSF contracts. •Provide reviews and approvals of work-day estimates for Local Government Associations’ Professional and Specialized Services Contracts.

Requirements

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience including two (2) years of supervisory experience; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

  • Experience leading personnel in applying professional engineering, theories, techniques, practices and procedures and ensuring work adheres to local, state and federal regulations.
  • Experience anticipating, addressing and resolving problems, making timely decisions and utilizing collaboration to facilitate program delivery and increase organizational effectiveness.
  • Experience in developing and/or reviewing scope, work-day estimates, contracts, progress reports, consultant evaluations, and invoices.
  • Experience managing and directing personnel, leading multi-disciplinary teams, promoting teamwork, and fostering communication with NCDOT Staff and Consultants
  • Experience interpreting and applying NCDOT and FHWA Procurement processes and policies as it pertains to Professional and Specialized Services Firms (PSSF) and Qualifications Based Selection (QBS).
