About The Position

This is a professional engineering position in the Permitting Program responsible for permitting and waste/stormwater activities. Review and evaluate permit applications and/or waste/stormwater documents for conformance to Federal and State of Florida rules and regulations. Produce permits and/or documents and request for additional information (when required) that are technically correct, clear, understandable, and consistent with prescribed rules and Department guidance and procedures. Perform site inspections, as necessary, in support of reviews and evaluations. Write permits/ documents and requests for additional information (when required) within time frames provided in Department rules, guidance, procedures and District goals. Work towards achieving Business Plan goals. Ensure that the data entry corresponding to all assigned projects is entered into the Department's databases and Oculus timely and appropriately, consistent with standard operating procedures. Provide technical assistance to Compliance Assurance Program. Mentor staff on application/stormwater reviews, conduct peer reviews, and/or approve documents on behalf of the administrator. Maintain effective internal communications with supervisors and coworkers in keeping with the Department’s standards and expectations for communication effectiveness. Provide regulatory assistance, such as outreach, permitting determinations and exemptions, to permittee and/or company representatives, other Department programs (including the Power Plant Siting Office and the Power Plant NPDES Program), delegated local programs, and other interested parties. Participates in multi-program cross-training activities. Performs other duties as required by management.

Requirements

  • Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences or engineering.
  • Ability to understand and apply applicable regulations, policies and procedures relating to environmental programs.
  • Ability to evaluate, analyze and interpret engineering calculations, plans and designs.
  • Ability to determine work priorities and ensure proper completion of work assignments.
  • Ability to work independently.
  • Ability to prepare technical reports.
  • Ability to communicate effectively and professionally, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with co-workers and leadership.
  • Ability to interact with customers in a tactful and courteous manner.
  • Ability to cross-train into multiple regulatory programs.
  • Ability to meet established performance standards as identified in the District Performance Standards document.
  • At least 4 years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • Valid Driver License
