About The Position

The Engineering Division of Charlotte Water (CLTWater) is seeking an Engineering Project Coordinator (EPC) within the Capacity Assurance Program (CAP) within the Planning Group. CLTWater’s CAP group is responsible for verifying capacity within the existing public sewer system for new development and redevelopment in the service area. This EPC will be responsible for analysis to confirm capacity within the local collection system, 78 wastewater lift stations and 7 wastewater treatment plants. The position will also coordinate on hydraulic models to verify capacity on the larger trunk main system. The position will coordinate and perform engineering analysis utilizing geographic information system (GIS), water meter data, flow monitor data and spreadsheet analysis on individual CAP applications to verify available capacity. The position will coordinate with external CAP applicants as well assist in tasks related to the planning of public wastewater and water infrastructure. This position manages more routine tasks of short duration with engineering oversight The salary for this position is $84,905 - $94,338.99 commensurate with experience.

Requirements

  • Bachelor’s degree in engineering, construction management, or a related field from an accredited school.
  • One (1) year of related work experience in design or technical planning experience demonstrating responsibility for the coordination of tasks in civil engineering or municipal capital improvement projects.
  • Requires valid driver’s license.
  • Knowledge of water and sewer system infrastructure, including design principles.
  • Candidate should demonstrate excellent oral and written communication skills and the ability to effectively organize, manage, and complete assignments.
  • Familiarity with Microsoft software, particularly advanced Excel functions and Word.
  • Familiarity with large database software and working with large data sets.
  • Knowledge of project management principles including initiation, planning, implementation, and closeout.
  • Ability to develop technical reports.
  • Ability to work cooperatively with other City employees and the public.

Nice To Haves

  • Prefers certification (or ability to obtain certification within one year of hire) as an Engineering Intern (or equivalent credentials in field of specialty).
  • Prefers licensure as a Professional Engineer (or equivalent credentials in field of specialty).
  • Experience with creating, operating, understanding and managing computer based hydraulic models preferred but not required.
  • Familiarity with Geographic Information System (GIS) software(s) and their use.

Responsibilities

  • Performs engineering analysis, troubleshooting, and preliminary design of gravity sewer collection and water systems under the direction and supervision of a Senior Engineer.
  • Utilization of computer based hydraulic models for water and sewer system analysis.
  • Analyzes sewer collection system to evaluate existing and future capacity needs based on current service requests and future projections.
  • Communicate with internal and external clients.
  • Assists with data compilation and regulatory reporting functions.
  • Oversees contracted third-party service providers to ensure timely and quality delivery of services; inspects completed work to ensure compliance with contracts; works to resolve problems; and monitors and ensures compliance.
  • Conducts field inspections and tests; includes manhole inspection, flow testing, pressure monitoring, and distribution valve operation.
  • Prepares, receives, and reviews constructions and engineering plans, designs, and specifications pertaining to projects; requests consultants to provide modeling, testing, planning, and engineering studies in support of project analysis and design; and reviews and verifies engineering calculations.
  • Performs engineering analysis, troubleshooting, and preliminary design of gravity sewer collection systems.
  • Utilizes computer based hydraulic models for water and sewer system analysis.
  • Assists with development of the Community Investment Program (CIP) and the development of individual CIP project descriptions and cost estimates.
  • Monitors and analyzes wastewater flow.
  • Communicates with internal and external customers; participates in related internal meetings; provides information to project management; reviews and resolves problems; and recommends improvements.
  • Assists with data compilation and regulatory reporting functions; facilitates adherence to reporting requirements.
  • Attends meetings; meets general training requirements.
  • Performs other related job duties as assigned.
