About The Position

Under limited supervision, this position monitors and inspects highly complex, large-scale construction projects to ensure capital improvement projects are constructed in compliance with approved engineering plans, contract specifications, and City design and construction standards. Under limited supervision and under the oversight of a Supervising Engineer, this position performs construction inspection of highly complex construction activities for City Capital Improvement Program (CIP) projects to ensure quality and compliance with contract specifications, City codes, and engineered plans. This position represents the City of Austin by observing and monitoring the work of contractors on a daily basis to ensure quality and compliance with approved engineering plans, contract specifications, and City engineering standards and codes.

Requirements

  • Graduation from an accredited high school or equivalent plus six (6) years of experience related to civil or facility construction, including three (3) years inspecting or overseeing civil infrastructure projects to ensure compliance with contract requirements, specifications and standards.
  • Education from an accredited college or university in engineering, architecture or construction science may substitute for experience up to four (4) years.
  • Valid Texas Class C Driver License.
  • Knowledge of applicable Federal, State, and Local laws, ordinances, codes, permits, and best practices that govern capital construction.
  • Knowledge of contracts, including contract development and contract language, terms, and conditions.
  • Knowledge of horizontal and vertical construction methods, practices, and materials.
  • Skill in determining quality of materials, workmanship, and construction methods.
  • Skill in making accurate measurements and computing quantities of materials used in construction.
  • Skill in establishing and maintaining effective working relationships with City employees and the public.
  • Skill in oral and written communication.
  • Skill in handling and prioritizing multiple tasks.
  • Skill in resolving problems or situations requiring the exercise of good judgment.
  • Ability to read and interpret plans, maps, and specifications, and to recognize deviations from plans in construction items.
  • Ability to climb up and down and walk on rough terrain and in confined spaces of construction sites with varying environmental conditions.
  • Ability to work varying work hours to meet project needs.

Nice To Haves

  • Extensive experience inspecting highly-complex Capital Improvement Projects.
  • Experience inspecting construction projects involving water/wastewater, storm sewer, concrete structures, road construction, and/or vertical construction.
  • Experience documenting inspections and reporting using electronic record management and archiving systems.
  • Ability to travel to multiple work locations

Responsibilities

  • Conducts site visits to monitor and inspect work performed by contractors to ensure quality and compliance with contract documents, plans, specifications, and safety requirements.
  • Provides technical expertise and guidance to others.
  • Completes daily reports to documents construction activities, job progress, delays, issues, and incidents.
  • Participates in contractor meetings, pre-construction conferences and progress meetings.
  • Reviews payment applications to verify material quantities, calculations, and ensure forms are complete and accurate.
  • Coordinates and monitors third party materials and utility testing to verify compliance with specifications, standards, and regulatory requirements.
  • Coordinates with design teams to resolve conflicts and/or unforeseen conditions in accordance with design intent, contract terms, and City codes.
  • Recommends contract amendments and verifies change orders are complete, accurate, and consistent with contract terms, design intent, and specifications.
  • Documents design changes during construction and ensures final as-built plans are complete and accurately reflect all changes.
  • Coordinates project closeout and prepares project records for archive.
  • Resolves and/or responds to routine to highly complex inquiries and complaints and informs project team of issues, as necessary.
