About The Position

GENERAL DESCRIPTION Engineering Analyst Under direct supervision of a licensed Professional Engineer, performs entry-level engineering work in the design, investigation, and construction of water and wastewater utility projects. Applies basic engineering knowledge to solve problems and supports project development. Professional Engineer I: Under direction, performs professional engineering work in the design, investigation, construction, and operations of water and wastewater utility projects. Independently prepares plans, specifications, and reports, and coordinates with consultants, developers, and contractors. Professional Engineer II: Under direction, performs advanced professional engineering work in the planning, design, construction, and management of water and wastewater utility projects. Provides support in project management, CIP planning, and departmental policy development. Serves as a subject matter expert and mentor to junior staff.

Requirements

  • Knowledge of: Principles and practices of civil and utility engineering.
  • Methods, materials, and techniques used in water/wastewater construction and maintenance.
  • Project management methods and tools.
  • Relevant Federal, State (TCEQ), and local regulations.
  • Skill to: Operate engineering and drafting technology (AutoCAD, GIS, Bluebeam).
  • Prepare engineering plans, reports, and specifications.
  • Operate office equipment and computer software.
  • Safely operate a City or personal vehicle.
  • Ability to: Perform engineering calculations and prepare technical reports.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

  • Engineering Analyst Experience: Entry-level; no prior experience required.
  • Education/Training: Bachelor’s degree in civil engineering or a related field is preferred.
  • License or Certificate: Engineer-in-Training certificate preferred.
  • Texas driver’s license, the ability to obtain one within ninety (90) days or a military waiver is required.
  • Professional Engineer I Experience: Three (3) years of engineering experience is preferred.
  • Education/Training: Bachelor’s degree in civil engineering or a related field is required.
  • License or Certificate: Licensed Professional Engineer in Texas, or ability to obtain within six (6) months of hire is required.
  • Professional Engineer II Experience: Five to seven (5-7) years of engineering experience with three (3) years in civil engineering and/or water resources, including significant project management experience, is required.
  • License or Certificate: Licensed Professional Engineer in Texas at the time of hire is required.

Responsibilities

  • Engineering Analyst: Assist in developing project plans, specifications, and estimates.
  • Review completed engineering work for accuracy and compliance.
  • Research technical information sources and assist in revising design and construction standards.
  • Investigate field issues affecting property owners, contractors, and utility operations.
  • Inspect workmanship and materials for conformance with City standards.
  • Participate in data collection, surveys, and feasibility studies.
  • Operate a City vehicle or personal vehicle to visit other work locations, attend meetings, and events.
  • Professional Engineer I: Independently design and manage assigned projects.
  • Coordinate with consultants, developers, and contractors.
  • Prepare feasibility studies, cost estimates, and technical reports.
  • Provide technical supervision and mentoring to EITs or technicians.
  • Review private development plans for conformance with City standards.
  • Participate in CIP development and provide budgetary input.
  • Professional Engineer II: Lead large-scale or complex utility projects from planning through construction.
  • Prepare and oversee project feasibility studies, cost estimates, and budgets.
  • Develop and enforce departmental standards, policies, and procedures.
  • Serve as project manager for consultant-led designs and studies.
  • Supervise, mentor, and evaluate EITs, PEs, and technical staff.
  • Assist with long-range planning for water and wastewater systems.
  • Provide input and leadership in CIP planning and prioritization.
  • Assist in optimization studies and support the development and implementation of the asset management program.
  • Perform other job related duties and responsibilities as assigned.
