About The Position

Engineering Analyst Under direct supervision of a licensed Professional Engineer, performs entry-level engineering work in the design, investigation, and construction of water and wastewater utility projects. Applies basic engineering knowledge to solve problems and supports project development. Professional Engineer I: Under direction, performs professional engineering work in the design, investigation, construction, and operations of water and wastewater utility projects. Independently prepares plans, specifications, and reports, and coordinates with consultants, developers, and contractors. Professional Engineer II: Under direction, performs advanced professional engineering work in the planning, design, construction, and management of water and wastewater utility projects. Provides support in project management, CIP planning, and departmental policy development. Serves as a subject matter expert and mentor to junior staff.

Requirements

  • Knowledge of: Principles and practices of civil and utility engineering.
  • Knowledge of: Methods, materials, and techniques used in water/wastewater construction and maintenance.
  • Knowledge of: Project management methods and tools.
  • Knowledge of: Relevant federal, state (TCEQ), and local regulations.
  • Skill to: Operate engineering and drafting technology (AutoCAD, GIS, Bluebeam).
  • Skill to: Prepare engineering plans, reports, and specifications.
  • Skill to: Operate office equipment and computer software.
  • Skill to: Safely operate a city of personal vehicle.
  • Ability to: Perform engineering calculations and prepare technical reports.
  • Ability to: Communicate clearly and concisely, both orally and in writing.
  • Ability to: Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

  • Professional Engineer I/II: Lead, manage, and perform as a team member in a manner that accomplishes the Division’s mission and treats team members with dignity, courtesy, and respect.
  • Engineering Analyst: Texas Driver’s License, the ability to obtain one within ninety (90) days or a military waiver is required.
  • Professional Engineer I: Bachelor’s degree in civil engineering or related field is required.
  • Professional Engineer I: Licensed Professional Engineer in Texas, or ability to obtain within six (6) months of hire is required.
  • Professional Engineer II: Five-seven (5-7) years of engineering experience with three (3) years in civil engineering and/or water resources, including significant project management experience is required.
  • Professional Engineer II: Licensed Professional Engineer in Texas at the time of hire is required.

Nice To Haves

  • Engineering Analyst: Bachelor’s degree in civil engineering or related field is preferred.
  • Engineering Analyst: Engineer-in-Training certificate preferred.
  • Professional Engineer I: Three (3) years of engineering experience is preferred.

Responsibilities

  • Engineering Analyst: Assist in developing project plans, specifications, and estimates.
  • Engineering Analyst: Review completed engineering work for accuracy and compliance.
  • Engineering Analyst: Research technical information sources and assist in revising design and construction standards.
  • Engineering Analyst: Investigate field issues affecting property owners, contractors, and utility operations.
  • Engineering Analyst: Inspect workmanship and materials for conformance with City standards.
  • Engineering Analyst: Participate in data collection, surveys, and feasibility studies.
  • Engineering Analyst: Operate a City vehicle or personal vehicle to visit other work locations, attend meetings, and events.
  • Professional Engineer I: Independently design and manage assigned projects.
  • Professional Engineer I: Coordinate with consultants, developers, and contractors.
  • Professional Engineer I: Prepare feasibility studies, cost estimates, and technical reports.
  • Professional Engineer I: Provide technical supervision and mentoring to EITs or technicians.
  • Professional Engineer I: Review private development plans for conformance with City standards.
  • Professional Engineer I: Participate in CIP development and provide budgetary input.
  • Professional Engineer II: Lead large-scale or complex utility projects from planning through construction.
  • Professional Engineer II: Prepare and oversee project feasibility studies, cost estimates, and budgets.
  • Professional Engineer II: Develop and enforce departmental standards, policies, and procedures.
  • Professional Engineer II: Serve as project manager for consultant-led designs and studies.
  • Professional Engineer II: Supervise, mentor, and evaluate EITs, PEs, and technical staff.
  • Professional Engineer II: Assist with long-range planning for water and wastewater systems.
  • Professional Engineer II: Provide input and leadership in CIP planning and prioritization.
  • Professional Engineer II: Assist in optimization studies and support the development and implementation of the asset management program.
  • Perform other job related duties and responsibilities as assigned.
