About The Position

This position will be responsible for, but not limited to, maintaining the current process for oversight of contract resurfacing; assisting with Verified claims, tort claims, and claims receivable; managing the unpaved road program and its prioritization; tracking, creating, and submitting various cyclical legislative reports; attending various meetings including on behalf of others in the Chief's Office; assisting in the upcoming re-write of the federal Transportation Asset Management Plan. Responsibilities may include providing broad as-needed support to the Chief Engineer, Deputy Chief Engineers, Director of Field Support, Director of Highway Operations, and their business units. Support may include policy, engineering, and data analyses; developing new processes; reviewing and preparing technical documents; reviewing complex, sensitive and controversial issues; investigating legislative issues; investigating personnel issues; and assisting with disasters and emergencies. This position may interface with or review and prepare correspondence and presentation materials for members of the NC General Assembly, the Governor, the Secretary of Transportation, the Chief Engineer, Transportation Board Members, and senior members of other state agencies Management prefers registered North Carolina Professional Engineer (PE) licensure. Requires expert level of knowledge and understanding of engineering concepts, practices, and theories used in the engineering specialty area and the ability to use it in practice. Requires thorough knowledge of internal organizational structure, business needs/objectives, budget, planning, legal/public relation considerations, and/or other related factors. Requires the ability to: make final recommendations and final approval for complex or a broad variety/scope of program/project specifications for completeness, compatibility, compliance with engineering principles, standards, codes, and designs needed; research alternatives and designs or analyze special details for non-standard items of work for programs/projects; determine program/project priorities, processes and procedures; manage complex or broad variety/scope of programs/projects for completeness, compatibility, compliance with engineering principles and design needs and standards; resolve/approve major project/program changes; serve as technical expert in the area of assignment; explain novel or complex engineering concepts and related facts in a clear, concise and organized manner; modify delivery, language or content to account for the characteristics and needs of audience; write clear, concise and organized documents, and reports addressing novel or complex engineering concepts and facts; provide leadership in planning and organizing the work of others; work collaboratively to manage issues; evaluate and recommend resource needs; consult with senior level decision-makers on an on-going basis; participate in the development of long-range strategic goals; and build client support of work group objectives.

Requirements

  • Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
