About The Position

The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina's environmental resources, providing science-based environmental stewardship for the health and prosperity of all North Carolinians. DEQ administers regulatory programs to protect air quality, water quality, and public health, and works to advance an all-of-the-above energy strategy. It also offers technical assistance and encourages responsible environmental behavior through education. The Engineer I position involves reviewing Erosion and Sediment Control plans for adequacy and compliance under the standard review process. This includes conducting meetings with applicants, consultants, and other parties to discuss project feasibility, design, and compliance with sedimentation laws and rules. The role also involves inspecting sites/facilities regulated under DEMLR’s four programs: Sedimentation Control, Stormwater, Dam Safety, and Mining. The Engineer I provides engineering guidance and written technical/compliance documentation to Environmental Specialists and responds to inquiries and complaints from the regulated community and the general public.

Requirements

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Responsibilities

  • Reviews applications, completes timely and detailed reviews of engineering plan submittals.
  • Ensures timely and detailed review of engineering drawings and specifications for compliance with Federal and State laws, rules, policies, and good engineering practices.
  • Performs inspections of sites/facilities regulated under each of DEMLR’s four programs: Sedimentation Control, Stormwater, Dam Safety, and Mining.
  • Advises and provides engineering guidance and written technical/compliance documentation to staff and applicants.
  • Meets with applicants and their consultants to facility project development, design, construction and ultimately permit approval and site compliance.
