About The Position

The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina's environmental resources. The organization, which has offices from the mountains to the coast, administers regulatory programs designed to protect air quality, water quality, and the public's health, and works to advance in all-of-the-above energy strategy that fits North Carolina's needs. DEQ also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at DEQ facilities and through the state's school system. DEQ touches the lives of all North Carolinians in many ways to enhance and ensure our quality of life. The primary purpose of the Engineer position, assigned to the Facility Management Branch, is to provide project oversight of permitted hazardous waste management facilities within the Hazardous Waste Section. The position will provide project oversight of permitted hazardous waste management facilities. This position will be responsible for ensuring facility owners and operators maintain compliance with permits and perform corrective measures where hazardous waste releases have contaminated environmental media. This position will review permit applications, remedial investigation work plans and reports, and corrective action documents, interact with fellow staff, facility personnel and their representatives, various stakeholders, and the general public, issue written correspondence, permits, and other legal mechanisms required for the facilities, conduct field reconnaissance as needed, and keep track of project details and activities.

Requirements

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Responsibilities

  • Perform technical reviews and evaluations of RCRA corrective action documents and oversee groundwater compliance for hazardous waste management facilities.
  • Review and modify closure and post-closure plans and conduct technical reviews and evaluations of hazardous waste management permit applications.
  • Interact with EPA Region 4 and department personnel.
  • Provide technical information to the public and facilities.
  • Keep track of facility compliance activities and progress on projects.
