This position will serve as the Products Tracking Engineer within the Manufactures Products Group of the Materials and Tests Unit. This position will be a direct report to the State Manufactured Products Engineer (Engineering Supervisor II). The State Manufactured Products Engineer is the Department’s expert on all field-related manufactured products such as Prestressed and Precast structures, drainage pipes and boxes, steel girders, segmented wall blocks, timber members, etc. This position will assist with all aspects of the Manufactured Products Group specifically dealing with overseeing the State’s RFID tracking program for manufactured products comprised of concrete, metals, plastics, and future additional materials such timber/wood, brick, and block. General duties will include but are not limited to: providing oversight, technical expertise, and field support to all 14 Divisions related to the manufacturing, inspection, and placement of manufactured products that are incorporated into NCDOT projects.

Requirements

  • Experience working with transportation construction materials and products utilized on NCDOT highway projects.
  • Experience with operating and inputting data entry into NCDOT’s HiCAMS software.
  • Ability to lift 60 pounds and traverse uneven and rough terrain; make fine visual distinctions in measurements and test results.
  • Ability to safely navigate hazardous work situations on highway construction projects and material stockpiles while following established in-house safety procedures.
  • This position requires the ability to establish expectations and clear directions for staff to meet the goals and objectives of the work unit.
  • Must be able to legally operate a state vehicle.
  • Pending OSHR approval.
  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

  • Demonstrated ability to implement work unit operational goals and objectives identifying work processes and procedures recommending improvements as needed.
  • Demonstrated ability to review work to ensure compliance with standards and requirements; guides staff in providing appropriate documentation to support conclusions and/or assess options in complex situations.
  • Considerable knowledge of the manufacturing process for various construction materials such as concrete, metals, plastics, etc.
  • Considerable knowledge of AASHTO, ASTM, NCDOT Specifications so as to ensure compliance with established testing and inspection methods at producer facilities as well as on location at NCDOT projects.
  • Experience communicating effectively with various internal and external customers related to inspection, sampling, testing, and certifications.

Responsibilities

  • Supervisor over 1 direct Engineering Technician II as well as a team of 3 part time CEI’s strategically stationed across the State.
  • Work with IT on developing and implementing HiCAMS/Sharepoint modules/portals and other web-based applications that directly involve manufactured products and product tracking such as Non-conformance Reports (NCRs), Field Inspection Reports (FIRs), etc.
  • Work with third party software vendors on integrating into NCDOT IT platforms for applications related to manufactured products such as Radio Frequency Identification (RFID) usage for identification and tracking of data to integrate/transmit producer quality control, quality assurance, NCDOT inspection data, etc.
  • Validate SOPs produced by the Manufactured Products Group to assure conformity and uniformity across all producers, Division personnel, inspectors, contractors, etc.
  • Organize workshops and technical seminars related to proper applications of various manufactured products, proper installation, and proper operation/maintenance of inspection equipment to promote best practices, troubleshoot recurring issues and foster collaboration across Division personnel, Industry partners, and contractors alike.
  • Provide needed administration and support to the Manufactured Products Engineer, Metals Products Engineer, Concrete Products Engineer, and State Field Operations Engineer.
  • Assist with manufactured product inspections such as precast and prestressed concrete members, metal products, HDPE & Polypropylene culvert pipe plant inspections, Thermoplastics facility inspections/audits, Timber product inspections, welding and coatings, etc.
