GENERAL DESCRIPTION OF JOB:Responsible for processing and managing energy related activity associated with oil & gas development, solar, wind, battery, and other energy projects within unincorporated Arapahoe County. Coordinates with the public, county departments, outside agencies, and developers when reviewing and making recommendations on complex energy-related requests.

Requirements

  • Knowledge of applicable Federal, State, and County adopted codes governing the planning, siting, and development of energy facilities. Ability to interpret and apply zoning regulations applicable to oil and gas, solar, and other energy development.
  • Knowledge of environmental issues and best management practices associated with energy development, including oil & gas, solar, and wind.
  • Ability to represent the County at a variety of professional meetings and to represent both technical and policy-level positions with respect to land development and related planning goals and requirements.
  • Ability to manage multiple tasks and workloads with sensitive time constraints.
  • Ability to communicate effectively both orally and in writing.
  • Bachelor’s Degree in Planning, Geography, Environmental Science/Engineering, Petroleum Engineering, Geology, Civil Engineering, Public Administration, or related field
  • At least four (4) years of relevant experience.
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
  • Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.

Responsibilities

  • Performs a variety of complex professional duties associated with the review and administration of energy-related planning cases.
  • Coordinates development proposals with applicants and consultants, tracks application chronology in project management software.
  • Serves as project manager, primarily under general guidance of the Energy Program Manager, for these complicated land development applications from the pre-submittal meeting through final documentation.
  • Engages with the Energy and Carbon Management Commission (ECMC), natural resources agencies of the Federal and State Governments, Arapahoe County residents, and the Arapahoe County Board of County Commissioners on matters related to energy development in Arapahoe County.
  • Assists and participates in the development and implementation of programs, systems, and processes required to review, inspect, track, and report all energy development activities in unincorporated Arapahoe County.
  • Coordinates and conducts pre-submittal meetings for proposed energy projects.
  • Responds to public requests for planning and zoning information.
  • Facilitates meetings and resolves issues with operators, developers, public agencies, residents, neighborhoods, and other stakeholders; attends evening meetings as needed.
  • Ensures the Land Development Code aligns with current energy best practices and processes changes to meet those practices.
