About The Position

The Broward County Board of County Commissioners is seeking qualified candidates for Emergency Management Specialist, Senior for the Office of Emergency Management. We are seeking a highly skilled and motivated professional to serve in a senior-level role focused on the development, enhancement, and implementation of emergency management plans and programs. This position ensures alignment with current County, State, and Federal emergency management regulations and guidelines. The successful candidate will play a key role in supporting the execution of procedures and initiatives outlined in the County's Comprehensive Emergency Management Plan (CEMP). Responsibilities include contributing to the planning, writing, and review of the CEMP, Continuity of Operations Plans (COOP), Integrated Preparedness Plans, and Standard Operating Procedures (SOPs). This is an excellent opportunity for a strategic thinker with a passion for public safety and resilience planning.

Requirements

  • Requires a Bachelor's degree from an accredited college or university with major coursework in business, liberal arts, or any other degree related to Emergency Management.
  • (One year of relevant experience may be substituted for each year of required education.)
  • Requires four (4) years in emergency management including experience writing emergency management and contingency plans or closely related experience.
  • Possess and maintain a valid Florida Class E Driver's License based on area of assignment.
  • Ability to pass a Homeland Security background check (not classified).
  • Completion of incident command courses within six (6) months of hire: FEMA ICS-100, 200, 300, 400, 700 and 800s.

Nice To Haves

  • Master's degree in Business, Liberal Arts, Emergency Management or closely related to Emergency Management
  • 2-years of demonstrated experience with COOP planning and development
  • Demonstrated experience with Standard Operating Procedures - development, review
  • Florida Professional Emergency Manager (FPEM) or IAEM Certified Emergency Manager
  • Completion of IS- 120, 230, 242, 520, 545, 1300, E/L/K 1301, and E/L/K 1302
  • 1-year experience providing classroom training
  • 2-years of experience utilizing WebEOC
  • Experience planning and conducting Homeland Security Exercise and Evaluation compliant exercises

Responsibilities

  • Manages the organized analysis, planning, decision-making, and assignment of resources to mitigate, prepare for, respond to, and to recover from the effects of all hazards.
  • Builds strong relationships and maintains them to achieve successful outcomes handling the complexities of an emergency or disaster event; maintains relationships with municipal governments, the State Emergency Management Division, and the Federal Emergency Management Agency.
  • Creates plans, policies and procedures, conducts exercises in preparation hurricane season; coordinates with other agencies to prepare for an emergency; leads in the review and update of the standard operating procedures, in accordance with guidelines.
  • Initiates rapid actions, real time inter-agency coordination, and decision making in a potentially stressful, complex environment, during emergency situations.
  • Supervises employees and prepares performance appraisals for assigned subordinates.
  • Functions as the duty officer on a rotating basis providing 24-hour emergency coverage for the Division; responds appropriately to requests and situations requiring additional intervention.
  • Participates in training and continuing education to enhance own knowledge and professional development; designs and conducts training exercises.
  • Performs related work as assigned.
