About The Position

Under the general direction of the Branch Manager in the Load Flexibility Branch of the Efficiency Division, the incumbent performs the most difficult assignments relating to engineering and economic studies of alternative electric generation methods and fuels and provides technical leadership in the planning, development, and implementation of the California Energy Commission's load management and flexible demand appliances policies and programs. The incumbent will require a high degree of skill in energy-related subjects, which are the most sensitive and complex due to the rapid development in the subject area.

  • Experience supporting or advancing state energy and climate goals, load management, load flexibility, and demand-side management strategies and benefits.
  • Experience planning, organizing, and directing efforts in the standards development and adoption process, including conducting pre-rulemaking and rulemaking processes consistent with the requirements of the Administrative Procedure Act.
  • Experience developing, managing, or responding to Request for Proposals (RFPs) for high-volume IT data projects within the public sector, which meet requirements for increased reliability, scalability, and responsiveness.
  • Ability to write, analyze, evaluate, challenge, develop, and defend regulations and policies with decision makers and/or stakeholders.
  • Ability to represent the CEC as a subject matter expert in meetings and/or workshops, public meetings, and conferences, and to work with a wide array of interested and affected stakeholders.
  • Ability to plan, organize, prioritize workload, work collaboratively within a team, interact respectfully with stakeholders, and provide consultation to management and commissioners on complex technical concepts.
  • Strong written and visual presentation skills, and experience with public speaking.
  • Strong critical thinking skills, analytical skills, and experience using or creating data analysis tools.
  • Experience mentoring and/or formally training others.
