About The Position

The Elections Senior Clerk serves as the first point of contact for citizens to access information about registering to vote and the voting process. The purpose of this position is to provide oversight to the daily operations over the registration process & procedures and with the preparation of elections.

Requirements

High school diploma or equivalent experience.
Required to safeguard Voter's personal information and keep a high level of confidentiality.
Excellent oral and written communication/presentation skills.
Ability to perform a wide range of clerical duties including but not limited to: answering the telephone, copying, scanning and data entry.
Ability to perform a wide range of election administration duties, including but not limited to: working with voter registration, preparing election supplies and equipment, ability to lift up to 25 lbs of election supplies and equipment.
Required to regularly work, sit, stand bend, stoop, grasp, lift and reach.
Advanced interpersonal training, negotiation and conflict resolution and leadership skills.
Ability to maintain regular attendance and arrive at work on time, prepared to perform required duties and work assigned schedules, including overtime if needed.
Ability to remain calm and deescalate upset voters in person and by phone.
Ability to perform duties and make decisions within range of authority in the absence of the Elections Administrator.

Responsibilities

Serves as a Deputy Registrar.
Responsible for managing a Voter Registration Database with 88,200 registered voters
If bilingual, serves as executive to the office, other offices in the county and to voters during Early Voting and Election Day for those locations that do not have a bilingual clerk available.
Answer incoming phone calls and respond to voicemails left on the main phone line
Respond to email messages from [email protected]
Provides public assistance and information in person, over the phone and by email regarding voter status; precinct jurisdiction; polling locations; dates and times of elections; sample ballots and website information
Manages the voter registration process (in person or by mail) to provide all eligible citizens with the opportunity to register and vote.
Interprets and processes Public Information Requests
Responsible for processing the TEAM (Texas Election Administration Management) state database system to research and determine voter's eligibility.
Responsible for executing and maintaining reports of required data for the Secretary of State. Which includes downloading and processing VRU (Voter Registration Updates), DPS (Driver Licenses and IDs), TX Online (the state's online address updating program).
Responsible for researching and correcting error files that come back from TEAM. This includes contacting DPS for applications, calling and mailing applicants to request further information.
Investigate felon, deceased, duplicate record and non-citizen files either by contacting the voter by mail, contacting another county via fax or TEAM upload or research online for obituaries.
Update databases with address and name changes; review documents in CAD; perform address lookups; determine eligibility based on county lines.
Responsible for generating and mailing Voter Registration Certificates weekly
Responsible for letters and notices to voters and other counties daily in reference to all related Voter Registration issues.
Responsible for processing returned Voter Registration (VR) cards, marking a suspense status for returned mail, and assists in mailing address confirmation cards to keep our voter rolls updated
Responsible for processing monthly Jury reports.
Responsible for processing all incoming mail including VR cards, Ballot by Mail applications and other mail related to the elections department.
Monitor Suite D external drop box for correspondence to ensure all time sensitive items are time stamped and processed according to the legal deadlines.
Monitor the election department's drop box for correspondence from voters to ensure all time sensitive items are time stamped and processed according to the legal deadlines.
Responsible for daily Vote History uploads to the state that updates TEAM when a voter applies for a Ballot by Mail, votes in person during early voting or returns their ballot by mail.
Assists with training VDRs (Volunteer Deputy Registrar), preparing paperwork, administering the VDR test and completing the VDR certificates
Responsible verifying voters eligibility when applying for confidential status and applying it to their voter record
Participates in equipment testing for all elections.
If bilingual, solely responsible for the accuracy of Spanish paperwork and notices for elections
Soley responsible for the accuracy of the Spanish recordings on the ExpressVote during L&A testing
If bilingual, assists in preparing equipment and supplies for polling places.
Assists in preparing legally required postings for the office and polling locations
Assists in monitoring databases and pollbooks between the elections office and polling locations.
Point of contact for Election Judges and provide support to polling locations.
Assists the transfer of election media and required chain of custody paperwork from the polling location to Central Count.
Assists in processing Provisional Ballots and conducts research related to those provisional ballots.
Assists with the Limited Ballot preparation and processing of the applications, notifying the voter's previous county of their move and reconciliation of the records.
Assists with ballot by mail by preparing ballots for mailing, receiving ballots and marking them received in the system.
Assists with preparing voted ballots for ballot board to process.
Assists with pulling voter records when ballot board needs further research.
Assists with PMC (Partial Manual Count) which is statutorily required after every election.
Assists with record management by helping pack up elections after the legally required 60-day segregation
Assists with record destruction after the legally required 22-month storage retention period.
Key member of the internal legislative team that researches, reads and listens to legislation that would affect how elections are conducted.
Researches, reads and understands the Texas Election Code and other legal documents.
Obligated to participate in education opportunities (REO, CERA, TACEO, Election Law Seminars)
Responsible for compiling, entering and communicating data on how our department is accomplishing goals established for the 2050 Rockwall County Strategic Plan
