About The Position

Invictus is seeking an Environmental Health & Safety (EHS) Manager to support the turnkey engineering, procurement, construction, commissioning, and turnover of two 21,000-ton central chiller plants supporting a large-scale infrastructure program in Central Texas. This role is responsible for developing, implementing, and enforcing all environmental, health, and safety programs for the project. The EHS Manager will ensure compliance with OSHA, EPA, TCEQ, and applicable regulatory requirements while supporting safe execution across engineering, procurement, construction, and commissioning phases. The EHS Manager will work closely with the Project Manager, Construction Manager, subcontractors, and field teams to promote a proactive safety culture and ensure safe, environmentally responsible project delivery. This is a full time W2 position based in Houston, Texas, with regular field site engagement.

Requirements

  • Bachelor’s degree in Environmental Health & Safety, Occupational Safety, Environmental Engineering, Construction Management, or related discipline
  • Minimum 7 to 10 years of EHS experience supporting large scale industrial or commercial construction projects
  • Experience supporting turnkey or EPC projects involving mechanical, electrical, and heavy equipment installation
  • Strong working knowledge of OSHA, EPA, TCEQ, NFPA, and Texas regulatory requirements
  • Strong leadership, communication, and documentation skills
  • Ability to work effectively in active construction environments and coordinate with multidisciplinary project teams

  • OSHA 30 Hour Construction Certification
  • Certified Safety Professional (CSP), Associate Safety Professional (ASP), Construction Health and Safety Technician (CHST), or equivalent certification
  • First Aid / CPR / AED Certification
  • HAZWOPER Certification
  • Experience supporting commissioning activities for large mechanical or energy infrastructure projects
  • Familiarity with Texas environmental permitting requirements and regulatory reporting
  • Experience supporting central utility plants, chiller plants, energy facilities, or large mechanical infrastructure projects preferred

Responsibilities

  • Develop, implement, and maintain the Project Specific Environmental Health and Safety Plan (EHSP)
  • Ensure compliance with OSHA standards including 29 CFR 1910 and 1926 and applicable Texas safety regulations
  • Lead Job Hazard Analyses (JHAs), Activity Hazard Analyses (AHAs), and safe work planning for project activities
  • Oversee safety planning and monitoring for high-risk work including crane lifts, confined space work, hot work, electrical installation, and commissioning activities
  • Conduct regular site safety inspections, audits, and corrective action tracking
  • Lead incident investigations, root cause analysis, and corrective action implementation
  • Ensure compliance with EPA, TCEQ, and local environmental regulations
  • Manage environmental plans and regulatory reporting including: Stormwater Pollution Prevention Plans (SWPPP) Spill Prevention, Control, and Countermeasure (SPCC) plans Hazardous and nonhazardous waste handling and disposal
  • Oversee refrigerant compliance requirements including EPA Section 608
  • Monitor air quality, dust control, water discharge, and noise impacts during construction activities
  • Conduct safety orientations for all project personnel and subcontractors
  • Deliver ongoing safety training, toolbox talks, and environmental awareness sessions
  • Promote a proactive safety culture emphasizing hazard recognition and behavioral safety
  • Serve as the primary point of contact for safety communication on the project
  • Review and approve subcontractor safety plans and environmental compliance documentation
  • Ensure subcontractors adhere to project safety standards and regulatory requirements
  • Coordinate safety planning across engineering, procurement, construction, and commissioning phases
  • Participate in constructability reviews to integrate safety into project planning and execution
  • Maintain EHS documentation including permits, inspection logs, incident reports, and regulatory records
  • Prepare weekly and monthly safety performance reports
  • Coordinate with owner representatives, inspectors, regulatory agencies, and AHJs
  • Support commissioning and turnover activities with final safety documentation and environmental close out
