About The Position

Sacred Heart Community Service (SHCS) in San José, CA is seeking an experienced Economic Justice Programs Manager to lead a diverse portfolio of community-based services that connect families and communities to essential resources, supports, and opportunities that support lasting economic well-being. This role ensures effective, equitable, and high-quality program delivery aligned with organizational priorities. The Manager supervises staff, volunteers, and community leaders, and builds the systems, partnerships, and processes that strengthen service coordination and deepen community engagement. For more than 60 years, SHCS has combined direct services, leadership development, and policy change — rooted in anti-racism and anti-oppression — to address the impacts of poverty while building collective power for systemic change. The Economic Justice Programs Manager provides strategic leadership and oversight of programs that connect families and communities to essential resources, services, and opportunities that support lasting economic well-being. This role manages a portfolio of services including resource and referral navigation, guaranteed income initiatives, employment services, public benefits access, financial literacy programming, and Volunteer Income Tax Assistance (VITA), ensuring that services are coordinated, accessible, and culturally responsive. The Manager oversees staff, volunteers, promotoras, and program committees, and is responsible for program performance, leadership development, data collection, reporting, and continuous improvement. The role also integrates community voice and lived experience into program design and advocacy efforts that drive systemic change. This is a full-time, exempt, in-person position based in San José, CA, with occasional evening and weekend responsibilities.

Requirements

  • Demonstrated commitment to strength-based, social justice, anti-racism, and anti-oppression frameworks.
  • 2+ years of experience in program management, social services, or community-based work.
  • Experience supervising and developing staff, volunteers, and/or community leaders.
  • Proven ability to manage multiple initiatives, define outcomes, and drive results in complex, community-centered environments.
  • Demonstrated experience in program oversight, including implementation, performance management, and continuous improvement.
  • Experience with data collection, reporting, and program evaluation, including use of databases/CRM systems (e.g., Salesforce).
  • Experience managing or supporting grant deliverables, reporting, and compliance requirements.
  • Strong leadership, communication, project management, and organizational skills.
  • Ability to manage multiple priorities in a fast-paced, community-based environment, with flexibility for some evenings and weekends.
  • Bilingual in Vietnamese or Spanish.
  • Valid driver's license, reliable transportation, and ability to pass a background check.

Nice To Haves

  • Bachelor's degree in social work, social sciences, public health, education, or a related field; equivalent combination of education and relevant experience may be considered.
  • 4+ years of experience leading or supervising staff, volunteers, and/or community leaders, including supporting leadership development.
  • Demonstrated experience in program planning, strategy development, and implementation within community-based or social service settings.
  • Experience leading or supporting community engagement, organizing, or advocacy efforts, including campaign development and execution.

Responsibilities

  • Lead and oversee the implementation of programs and initiatives across the Economic Justice Network portfolio, ensuring alignment with organizational goals and priorities.
  • Oversee committees, working groups, and collaborative spaces that support program direction and community engagement.
  • Lead staff in the planning and delivery of workshops, activities, and services aligned with economic mobility and resource access.
  • Develop and implement outreach, engagement, and communication strategies to effectively reach community members.
  • Monitor program performance, track progress toward goals, and ensure quality service delivery
  • Develop and utilize program models, work plans, and evaluation tools to guide implementation and measure outcomes.
  • Identify opportunities for continuous improvement and implement strategies to enhance program effectiveness and impact.
  • Build and maintain relationships with participants, volunteers, and community partners to strengthen coordination and access to resources.
  • Lead the development and engagement of staff, volunteers, and community leaders through training, mentorship, and ongoing coaching.
  • Design and facilitate trainings, workshops, and one-on-one or group engagements that strengthen leadership skills, resource access, systems navigation, and participation in community activities.
  • Integrate community voice and lived experience into program planning and implementation.
  • Advance advocacy and community engagement efforts aligned with program goals.
  • Oversee data collection, tracking, and reporting processes to ensure accuracy and compliance with agency requirements.
  • Develop and implement tools to evaluate program outcomes and support continuous improvement.
  • Analyze program data to identify trends, gaps, and opportunities for improvement.
  • Coordinate grant-related activities, including data reporting and documentation of program outcomes
  • Participate in agency-wide initiatives, meetings, and events.
  • Support a positive team environment, including addressing challenges and resolving conflicts as needed.
  • Perform other duties as assigned.
