Division Description The Children, Youth, Family, and Transitional Age Youth Services Division (CYFTAY) offers an array of services to low-income and underserved clients with multiple challenges and abilities: Infants, toddlers, and preschool children, including those with special needs. Youth: including transitional age youth, pregnant| parenting teens and youth in the foster care system. Families: including low-income, immigrant, monolingual, and homeless populations. The CYFTAY division offers multidisciplinary programs including Early Care and Education, Early Intervention & Inclusion, Mental Health Services, Family Support and Workforce Development services. ECE Program(s) Description Felton Institute has been providing comprehensive early care and education services in San Francisco since 1971. Felton now has ECE programs in SF’s Mission, Bayview, and Visitation Valley neighborhoods; and offers a school-readiness program for infants, toddlers, and preschoolers (2 weeks to 6 years old). Felton’s ECE programs include 6 infant, 8 toddler, and 9 preschool classrooms, which serve approximately 315 children, full-day/ year-round. Felton’s ECE programming offers comprehensive, two generation, holistic, wrap-around services to families with young children (0-5 years old). These multicultural, educational classrooms provide a nurturing, developmentally challenging, and inclusive environment for very young children of low/moderate-income families. We are committed to inclusive, positive environments that build on children’s positive self-esteem and self-image. The programs are open year-round, Monday-Friday 7:30 am-5:30 pm. This position oversees Early Intervention services all Felton ECE locations.

Requirements

  • Bachelor’s degree in Early Childhood Special Education, Early Childhood Education, Child Development, or related field, plus minimum 1-year experience working directly with children with special needs and their families using assessment, and other professional skills related to this position. – REQUIRED
  • Leadership and supervisory experience
  • Computer skills: Excel, Microsoft Word, other programs
  • Familiar with Community Care Licensing and Title 5, Title 17 Regulations
  • Familiarity with and training in evidence-based intervention approaches, such as the Early Start Denver Model (ESDM), routines-based intervention, positive behavior support, ABA, etc.
  • Commitment to social justice, empowerment of families and support for diversity
  • Knowledge of the child development field as well as dynamics of low-income families
  • Demonstrate effective written and verbal communication skills
  • Knowledge of and sensitivity to the cultural background of the children and families being served
  • Demonstrate ability to create and maintain team effort in the implementation of programs and projects
  • Attention to detail and multitasking abilities
  • Strong organizational skills, flexibility, and decision-making capabilities
  • Ability to work independently under broad supervision
  • Ability to be a team player with a welcoming attitude and flexibility
  • Physical agility to lift and carry up to 40 pounds and to bend, stoop, walk and reach overhead, Physical agility to push/pull, squat, twist and turn
  • CPR and/or Standard First Aid Certification required.
  • Position subject to Criminal Background Check and Live Scan Fingerprinting through the California Department of Justice

Nice To Haves

Responsibilities

  • Supports Early Intervention (EI) staff in service delivery and implementing EI services to fidelity
  • Supervision of all EIs for 0-3 services, including performance management and performance review
  • Provides feedback to leadership related to EI service provision
  • Provides support to ECE teachers related to young children with special needs
  • Works with the EII Director and admin staff to support overall functioning and health of Felton’s EI services, across all ECE sites
  • Ensures EIs meet productivity requirements
  • Ensures all EIs meet expectations regarding deliverables related to the intervention process (e.g. assessment, intervention planning, Individualized Intervention Plans, progress, annual, and exit reports, etc)
  • Clinical oversight of all EI programs
  • Ensures that all EIs understand how to take data on child progress and that they are consistently monitoring child progress
  • Reviews EIs data collection systematically and consistently
  • Supports EIs in adapting their intervention approach/strategies when progress has not been made on individual goals
  • Ensuring that all current practices that are being used amongst the EIs and EITAs are consistent with best practices in the fields of EI and ECE, as well as the program’s original design, Title 17 regulations (for GGRC children), and other center-wide initiatives (e.g. challenging behavior protocol, Teaching Pyramid, ITERS, ECERS, DRDPs)
  • Onboards and trains new EIs and EITAs
  • Provides initial and ongoing training and coaching to EIs and EITAs related specifically to Early Start Denver Model (ESDM) and Hanen strategies, as well as other related topics in ECE, inclusion, and early intervention.
  • EI supervisor will provide regular and consistent training and coaching opportunities to each and every EI/EITA (at least one opportunity a week per staff member (e.g. a 45-minute overlap, a supervision meeting, a coaching debrief, a 1-hour training, a video review, a meeting).
  • Supports the leadership team with training and coaching efforts related to other topics relevant to inclusive practices at Felton (e.g. Teaching Pyramid implementation)
  • Creates and follows a structure for coaching and supervision. Expectations for this practice includes a combination of the following elements (based on the Practice-Based Coaching framework):
  • Establishing collaborative partnerships with “coaches”
  • Joint planning and goal setting
  • Focused observation
  • Reflection and feedback
  • Fosters a culture of teamwork and collaboration within the EI team itself, and between the EI team and other teams at Felton (Family Support, ECE etc.)
  • Focuses on capacity building and collaborating across teams and the establishing collaborative relationships between EIs and ECE staff
  • Regularly communicates/collaborates with Program Supervisors and leadership team to ensure ongoing feedback loops
  • Works closely with the EII Leadership Team (EII Director, Inclusion Consultant and Trainer, EII Admin Manager, and Clinical Director) to support the overall development and training of the EII Team and helps to implement overall vision and growth objectives within the EI Team
  • Attends regular meetings with EIs, Clinical Director, EII Director, Inclusion Consultant/Trainer, Program Supervisors
  • Maintains records of meetings and follows through on agreed upon tasks
  • Maintains records of supervision meetings and follows through on agreed upon tasks
  • Approves and reviews EIs timesheets, ADP records, time off requests, etc.
  • Ensures all EIs maintain accurate records
  • Develops an accurate understanding of the program design for all GGRC services and carries out all related activities (e.g. reviews processes and procedures, ensures staff follow written protocols, conducts program evaluation activities)
  • Oversees all administrative aspects of the program
  • Completes monthly billing with fiscal and reports on monthly billing to Yohana and other program leaders
  • Ensures program is at least 90% enrolled at all times
  • Works closely with Admissions and administrative staff on all resources and referrals for the program to SFUSD and GGRC. Ensures all children who need services at Felton receive them
  • Familiarizes self with Title 17 regulations
  • Engages in continuous self-directed learning on important intervention/curriculum approaches relevant to Felton’s ECE programs (e.g. Teaching Pyramid, CLASS, ITERs, DRDPs)
  • Stays updated on recommended professional practices across relevant fields in EI, ECSE, and ECE
