E-Government Program Manager (Operations and Policy Analyst 4)| Job Rotation Option Enterprise Information Services (EIS) provides statewide IT leadership by maturing enterprise technology governance, leveraging investments in shared services, ensuring transparency, providing oversight, and delivering secure and innovative solutions—enabling state agencies and partner jurisdictions to better serve Oregonians through enterprise technology solutions. The E-Government Program, part of Shared Services, helps Oregon government provide online services to Oregon residents and businesses over the internet. Within state government, E-Government is the largest enterprise provider of the following internet services: websites, online payments, Internet applications, transparent government data and collaboration. The E-Government Program Manager provides leadership for State of Oregon E-Government efforts and provide services to all state agencies and the citizens of Oregon. Leadership includes having oversight and statewide strategic use of state enterprise E-Government projects and the implementation of those projects. You will drive and communicate the E-Government policies, procedures and vision that is established by the Electronic Portal Advisory Board and E-Government Advisory Board. Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work in leading IT business and information resource program management OR; Any combination of experience and education equivalent to eight years of professional-level evaluative, analytical and planning work in leading IT business and information resource program management.

  • Strategic and critical thinker with expertise in research methodology with a marked attention to detail and ability to collect, organize and evaluate information to produce recommendations for action.
  • Demonstrated skills in project management methodology and enforcement of project standards.
  • Knowledge of the legislative decision-making process and skill to deal effectively with legislative members and staff.
  • Proven experience being responsible for contractual compliance, performance management, and SLA enforcement of a master agreement.
  • Knowledge of state contracting and oversight (IT Investment) policies and procedures.
  • Demonstrated experience preparing and delivering presentations for different audiences.
  • Proficiency using Microsoft Office Suite, SharePoint and Power Platform.
  • Ability to establish and maintain effective and collaborative working relationships with members of leadership, co-workers, customers, other agencies, and the public.
