About The Position

Under the direction of the DWI Coordinator the DWI Compliance Supervisor is responsible to perform a variety of first-line supervisory and technical administrative duties as needed to monitor and assure first, second- and third-time DWI offenders and domestic violence defendants maintain compliance with court ordered judgments and penalties. Will be trained in Officers basic training for office safety and required to follow the AOC guidelines and accreditations standards.

Requirements

  • High School Diploma (or GED or High School Equivalence).
  • Three (3) years of progressively responsible experience or any equivalent combination of training, education, and experience directly related to position.
  • Ability to read and write English in order to understand and interpret written procedures and technical manuals. This includes the ability to give and receive instructions in written and verbal forms and to effectively present information and respond to questions from vendors, contractors, supervisors, co-workers, clients/customers, and city/county agencies.
  • Must possess a valid New Mexico State Driver's License; must have and maintain a Taos County-insurable driving record.
  • Must complete both Basic Training for Compliance Officers and Advanced Officer Training.
  • Must successfully complete all Taos County-required safety and other training within required timeframes.
  • NOBLE Database - to be trained within six-months of employment.
  • Complete the following: Basic Training, Advanced Training, Behavior Training, Ethics Training and MI Training.
  • Must successfully pass and maintain training certification in all state, Taos County, and/or other training requirements of the position and job assignment.
  • In accordance with the conditional offer of employment, individual must pass drug screen, and other required background investigations.
  • Additional drug screening and background investigations may be required depending on the job assignment, regulatory or policy requirements, job transfer, or in accordance with Taos County's Drug-Free Workplace policy.
  • Will be required to follow Eighth Judicial District and Magistrate Court dress code when expected to appear in court with a client.

Responsibilities

  • Supervises the DWI Compliance Officer(s) and DWI Compliance Screener/Monitor and may provide guidance to the DWI Prevention Specialist/Teen Court Manager and Teen Court Assistant.
  • Responsible for supervising, monitoring and coordinating the daily shift work assignments, activities and general operations of the DWI Department under the direction of the DWI Coordinator.
  • Shall provide guidance and direction to subordinate employees and provide employees with assistance in handling difficult or complex problems or in resolving escalated complaints or disputes.
  • Shall be responsible for training newly hired subordinate employees and familiarizing them with required expectations and processes/procedures associated with the DWI Department.
  • Promotes and encourages teamwork, collaboration, innovation, and commitment to continuous improvement through effective leadership skills and practices, to develop a team of engaged employees committed to achieving individual, team, and organizational goals and objectives.
  • Manages and supervises the employees in the work unit, providing needed and appropriate support to each direct report in compliance with applicable laws and regulations, and with Taos County's policies, guidelines, work rules, and procedures.
  • Upholds and enforces all Taos County policies protocols, work rules and SOPs, to ensure compliance with applicable laws, regulations, and applicable standards.
  • Leads, directs, and supervises reporting personnel including work procedures, workloads and work schedules by directing the workflow in such a manner as to promote productive efficiency of employees.
  • May be required to take on additional cases as necessary.
  • Collaborates with direct reports to identify their professional developmental needs; and actively invests time in coaching and developing them and providing other resources to help them to grow and develop skills and knowledge, and to improve performance and productivity.
  • Provides DWI staff with current information on certificate and/or training opportunities. Ensures required certificates and/or training are maintained and current.
  • Promptly addresses performance, conduct and/or behavior problems collaboratively with direct reports, to correct problems; properly documenting corrective action, performance improvement plans, and disciplinary actions in a timely manner and following Taos County policy, and the principles of positive progressive corrective action/discipline.
  • Ensures a safe working environment, and ensures compliance with applicable OSHA and other laws, regulations, and work rules concerning environmental safety and health by employees.
  • Schedules, organizes, and prioritizes projects, assigns work tasks to team members, procures required materials, files work orders, and maintains written or electronic records of projects.
  • As-needed, conducts team meetings to update members on best practices and work expectations, to establish work goals and objectives, to delegate tasks and set deadlines, and to address other issues or team needs.
  • Monitors team performance based on such metrics as work quality, adherence to time schedules and safe work practices; reports on performance metrics to the DWI Coordinator on a regular basis or as needed to provide feedback and input into performance reviews.
  • Supports DWI Coordinator and performs management duties when they are absent or out of the office.
  • Receives court judgements; develops client relationships; processes client through "intake" phases and establishes compliance guidelines. Accurately monitors court docketing and case scheduling; regularly attends arraignments, plea hearings;
  • Utilizes results of court judgements and sentences to develop individual compliance plans and meets with clients to communicate performances, establish working relationship, etc.
  • Correctly provides client education related to various court ordered services and assists with client services.
  • Provides client referrals to various local service providers including counseling, mental health treatment, community service, DWI School, ignition interlocks etc. in a timely manner; completes post screening and assessment processes within guidelines.
  • Receives intake fees and UA fees and makes deposits daily per County policy; assures correct and timely client payment of fines.
  • Routinely monitors client compliance with established performance plans; tracks client attendance at prescribed schools, monitors service hours, etc.; assigns community service projects; may petition the court for extensions based upon client progress;
  • Follows established protocol for intensive supervision clients, conducts weekly visits and performs random UA's; follows related processes and procedures for bi-weekly clients, conducts random UAs in conjunction with compliance visits.
  • Communicates with judges and court personnel related to case detail; request status hearings or obtains warrants as needed to assure compliance; upon satisfaction of court judgement and sentence, closes cases and confirms closed status with courts.
  • Collaborates with court staff for motion to setup status hearings and violations; collaborates with clients on compliance with their mandates; collaborates with District Attorney's Office on all post trials cases and probation violations; collaborates with District Attorney's office on pre-prosecution diversion cases.
  • Performs case management on all treatment related cases; collaborates with Detox on all alcohol related cases admitting and clinical clearances; collaborates alcohol cases with Holy Cross Hospital; collaborates with compliance for inpatient treatment facilities throughout New Mexico and other states; monitors inpatient treatment cases on a monthly basis.
  • Maintains various client records; conducts background checks and utilizes various components of the law enforcement and justice system network as needed to assure efficient and effective client compliance and facilitate monitoring.
  • Organizes and participates in DWI public relations; Promotes youth involvement in healthy lifestyles; promotes community events, i.e., youth dances and various activities to encourage youth participation; prevention education events, delivers public addresses to educate and solicit support; conducts site visits at schools to education students and faculty; deliver "Stranger Danger" training to youth and elementary schools; conducts demonstrations regarding the effects of drunk driving; administers fatal vision simulations.
  • Operates personal computer and various software applications; tracks histories; monitors and records financial details, enters fees and receipts collections, completes ANOBLE data entry in compliance with State requirements related to DWI cases falling under the County's jurisdiction.
  • Receives magistrate or district court documentation and adjudication paperwork related to judgment and sentencing; conditions of release, payment of fines, issuance of warrant, non-compliance penalties, treatment options, incarceration, restitution and related prescreening and assessment processes; secures releases of clients as allowed.
  • Assists in filing injury reports. Receives, forwards and tracks all Workers' Compensation claims as appropriate. Assist with obtaining additional information needed to process and manage claims.
  • Assist with the monthly DWI Council meetings; agenda, minutes and call the council.
  • Assist with the monthly Safety Committee meetings; to represent the DWI Program.
  • Assist with checking the Magistrate court binder for incoming correspondence.
  • Assist with the weekly case management meetings with Taos Pueblo Wellness Court and represent the DWI Program.
  • Assist with attending monthly case management meetings with an outpatient treatment program.
  • Assist with monthly DWI Programs compliance reports and quarterly reports, treatment and compliance exit survey's.
  • Utilizes computer and custom software to enter data related to purchase orders and accounts payable; may review departmental expenditures to assure compliance with established policies and procedures; assists with the development of the annual budget; prepares periodic reports.
  • Complies with the Taos County procurement regulations and procedures.
  • Responsible for the entering of employee's hours per Taos County guidelines in the payroll system.
  • Conducts all business in accordance with Taos County policies and procedures, state and federal laws, e.g., OSHA, ADA, etc.; interprets and explains for DWI Staff.
  • Works collaboratively, cooperatively, and in coordination with fellow team members and with others in the organization, treats them with respect, courtesy, and consideration, and shows understanding and the appropriate support of other team members to help get the job done.
  • Provides assistance, information, guidance, and resources to diverse groups of customers, clients and others outside of the organization; treats them in a friendly manner with professionalism, helpfulness, respect, courtesy and consideration at all times regardless of circumstances.
  • Maintains regular, dependable attendance and punctuality, and physical or virtual presence as may be required at the assigned worksite; must interact directly with people at the worksite on a regular basis.
  • Complies with and actively supports all applicable workplace environmental health and safety policies, work rules, and practices, giving maximum effort to performing job functions in a manner that protects the health and safety of the employee, co-workers, and the general public.
  • The incumbent in this position may have access to sensitive and proprietary organization data, personal client/customer data, personal employee data, and/or other sensitive information, and an essential job duty is the maintenance of strict confidentiality of such information in accordance with Taos County policy, and federal/state/local laws and regulations (e.g., HIPAA, FACTA, etc.).
  • Performs other duties as assigned and which are deemed necessary or desirable by Taos County.
